The only way to watch it legally in the UK is through Sky Atlantic unfortunately (11pm Monday).

You can't definitely say this person was on this computer unless you had like video of it. There's no way to prove who is using a computer. My guess is the three men who clicked on those ads were not congressmen but staffers.
Congresspeople and other high ranking officials probably have to use VPNs at least on their work laptops/phones. The very top level people like Biden aren't even allowed to have regular phones, famously Obama's phone was taken away for this reason.
Now there's a chance some particularly stupid congresspeople (two ladies come to mind) definitely use personal devices or even respond to phishing emails, etc. But otherwise it's more likely these were some random old dudes who work in the building than it being anyone important.
Also couldn't people just pretend to be in DC using a VPN themselves? I doubt you could get a server actually inside the building but a 5 mile radius? That's gotta be possible.
