"Lean Thinking" is the next book I'd read. Lean Manufacturing applies to just about anything you do in life.
"The Goal" is another book that isn't strictly about Lean Manufacturing, but the theory of constraints applies in Lean.
That would almost certainly be a specialty cast part. I can't really think of any other common use for something like that. If it didn't have to be hollow or it didn't have to be chrome you might get something not too expensive. Maybe you can find someone doing injection molding of a similar part and paint it chrome.

Have someone design the piece you need, and contact manufacturers who do steel stamping for a quote. You'll find plenty in china on Alibaba, and plenty locally if you just google a metal fabricator who can do custom stamped pieces.
Unfortunately, you're not going to find something exactly like this in the prosumer/homegamer world. This is probably the closest you'll find, but its not going to perform the same way as the industrial line tools.

Everyone is making some great suggestions, but I'd also recommend trying The Toyota Way. It's pretty accessible and got me thinking on how best to improve our own performance.
It's not really cost effective to implement everything in a smaller shop setting, but it may give you some ideas.
You said it's a "traffic blocker", so I'm imagining it's something like a Wet Floor sign? If that's the case check out corrugated plastic, it's very light, but stiff. Cheap and easy to work with. Any sign shop in your area should be able to help you.
Look into the tools that welders use to clean up their produced goods. These will likely be safe for the tooling, but may end up scratching paint and finish coatings (but will remove plastic fuzz, flash, and de-polymerized goop).
It's always easier to steal the good tools from industries doing the same physical type of work that you are performing. i.e. you could be driving along the road and see a specific rake tool being used by a landscaper and have an epiphany on a better, easier method to use in work.

Carbide Spade drills are handy but you want to use it on a drill press, it can be used with a hand drill but don't expect it to last. Additionally, you should consider supporting the part under where you will be drilling. Drilling steels require quite a considerable amount of pressure. You don't feel it on a drill press because of the mechanical advantage. Unsupported rod like that is going to flex from the drilling pressure and subsequently require more exertion from you to push the drill into the material.

I've been using ERPNext. It does a good job on the manufacturing, inventory and purchasing side of things. It has it's quirks, but is very flexible and configurable.

I think I've seen similar seats manufactured by blow molding. It makes it hollow so it uses less material and weighs less. The holes in the middle help provide structure so the hollow center doesn't collapse. The graining on it might indicate injection molding, I don't know if grain like that is possible with blow molding.

You can get parts counting scales fairly cheap, I bought one on Amazon for like $80 USD. If you bag all the parts in a batch, you can weigh each one quickly before you put them in the bin of 'completed' bags. The scales are accurate down to less than a gram, so they're good enough that the weight would be off if you forgot a washer.
You can also weight out the parts ahead of time so you know you have (for example) 100 screws, 400 long feet, and so on. That way when you get to the end if you're short something or have something left over, you know about it, and if you do it in a small enough batch then you don't have that many bags to sort though.

I understand your frustration, definitely go with a retractable key holder. Here's one similar to what I use. I have had it about four months now and it seems to be holding up very well.

I don't know if this is for you or not, but I have to work in different shops in the field and maintain a pretty business casual appearance. I chose these: Skechers for Work Men's Hartan Slip-On Shoe and I like them a lot. Steel toe, slip on for airport utility, cushy insoles, sharp enough look. I used to fly in casual shoes and pack steel toes, now I just use these!
