The stream? It's an Acestream; a peer to peer streaming protocol that uses the Ace Stream client, a modified VLC Player, to play streaming video. Can be very good quality and not likely to disappear like alternative streams may do. There is likely a guide in this sub somewhere, but basically you just need to install Acestream from here, run it, click 'Media' -> 'Open Ace Stream Content ID' and enter the code pasted by OP, ie. c6469fe5c077142811e3efd72d5b27097aedf3d2. It may buffer for a moment but then hopefully leave you with a live stream. Some streams are better than others and you'll likely see multiple options posted for popular events. :)

Full guide for anyone new to acestream :)
1) download this: http://acestream.org/
2) install, but uncheck motherfuckin EVERYTHING except for 'create start menu shortcut'
3) run, it'll look like a sketchy VLC player
4) jump back over to the motorsportsstreams subreddit, and back to the thread when it shows up
5) find acestream codes--they're long alphanumeric guys
6) in ace player, in top left, click 'open network stream' and copy paste the code, and then wait to buffer. Sometimes it takes a while
7) when sessions finishes, go to the notification icons running in the bottom right, right click them and kill the acestream engine and player
8 ) to clean up, hit your pc's start menu type in 'folder options', click on the view tab, then check the 'show hidden files' button
9) then go to my computer -> c: drive -> and open the 'ace cache' or something, and delete ALL the files there
10) yer'a live streamin' wizard now, 'arry
There's no need to use VLC, you can use any player that can open network URLs and play this format, and there's definitely no reason to use AcePlayer unless you're using the provided Acestream ID.

You're just approaching this the wrong way... but that mostly already covered. Most important attribute is internet connection and lets say after 10Mbps even that doesn't matter that much unless you're planning to watch several at least nominally HD-quality streams at the same time.
Storage space is irrelevant if you're not saving/capturing the live streams and hoarding them forever.
You can achieve more with software:
VPN service, for unlocking (official) geoblocked streams
https://streamlink.github.io is a command line tool that makes it possible to open e.g. Youtube streams in an external player such as VLC (which has full GPU-accelerated decoding support, so you need even less processing power)
The radio streams will be like that, but the in-car should not. That is kind of weird, but there is not much I can do. Sorry. In the US, the streams are working (Did have to check that they did in VLC though. I use a different video player from the command line...)

:) Great, i'm sure i have not been the only one who switched because of that pop up ad. It reminded me of the old "avoid clicks" type of ad that moves every time you hover over it.. I use the boring Private Internet Access, they are quite good too, can't complain (it was ~40€ for a year). It is almost funny when i turn on acestream and internet crawls to a halt, i get 3 peers on the stream. Then i turn VPN off and get 30 and can also browse with ease. Wireshark shows blocks of red and black errors, mainly about checksum. The same does not happen with torrents, which is really odd since they are basically the same protocol. And of course my ISP denies all traffic sniffing of any kind ;)
