I seem to of found a temporary ‘fix’. I got a VPN (NordVPN) and set my location to somewhere else, Singapore specifically. That increased my download speed from about 40KB/s to 250KB/s.
No idea why or how that increased my speed, but give it a shot. It may help you out a bit.

TL;DR: Free VPNs are commonly blocked on sites that routinely face hacks/DDoS attacks. Use a paid service to mitigate this restriction or try a different free VPN. They are not all created equal. Some really suck.
A lot of websites block users from using VPNs to combat the hackers that try to attack the site but not give away their location. Common free VPNs are usually the first to be blacklisted because they are the first to be used for attacks and malice. Then the most popular VPNs that offer free trials are next. After that, the expensive ones, though it usually doesn't come to that.
If you use something like PIA (Private Internet Access) and someone blocks it, you can usually select a different server to connect to. That should give you access to . For instance, I use PIA and am currently connected to Atlanta. I have no problem accessing all the site functions of NM.
If a VPN is required to mitigate your threat model, then it's best to use a non-free one. I highly recommend PIA over most. Nord is pretty good too, but I've heard things in the past that put me off of them personally.
The biggest problem you've got here is that you're using a free VPN that literally anyone else can use. There's almost no reason to use a VPN unless you're worried about the connection you are on being compromised/monitored. Nexusmods is a secure site with a https address so there's not much that can be leaked.
If you are just trying to stop advertisers and trackers, then consider setting up a cheap PiHole adblocker on your network. It is extremely effective and easy to do.
I just use a VPN, for some reason ExpressVPN Overides the cap it says a 1.4mb/s cap but according to ExpressVPN I'm downloading at around 3.4-4.5mb/s which is a big improvment. I'm not a tech nerd so I don't know the in and outs but apperently something in ExpressVPNs coding overides the data cap even though Vortex still says I'm caped.
Hey, are you american? I just realized while trying to copy the link and post it manually that the link is for the uk. This means cloudflare sees us trying to access an european site and might see it as malicious as there is no point to do that. Manually change the URL to
nexusmods.com from nexdev.uk and it solved the issue for me!

Depending on the web browser, it's your typical "Unable to connect" error message. For example, Firefox shows "...can't establish connection to the server".
This happens with any nexusmods.com url that we try.
Using a VPN might be your only option, then.
You could try using SoftEther VPN (You'll also need this: https://www.vpngate.net/en/download.aspx) to browse Nexus and download a mod or two. Pretty easy to install and is free since it's open source and good enough if you use it for only one thing, won't recommend using it as a permanent VPN solution, though.

Download it the client and Chrome extension. It will automatically pick up new downloads made in Chrome.
I personally only use it when I want to download something big (like LOTD V5) as I do small browser downloads a lot.
Most mods on the site (with the exception of exe files) will come as packed archives: rar, zip, 7zip etc.
You will need a file archiving tool like 7-Zip (https://www.7-zip.org/) to unpack the mods.
Vortex is just a mod manager, you'll need to install SKSE to use SKSE mods regardless.
What is the error and can you explain how you install SKSE?
All you need to do is drag and drop the contents of the SKSE 7zip archive to the same folder where SkyrimSE.exe is located. (If you don't have 7zip you can download it from here: https://www.7-zip.org/)
If you don't know where that is, the easiest way is to right-click SkyrimSE in your Steam library>Properties>Local Files>BROWSE LOCAL FILES...
When you're in there, open the SKSE 7zip, open the skse64 folder and drag and drop the folder Data and the files skse64_[version].dll, skse64_loader.exe, and skse64_steam_loader.dll to the Skyrim folder that you just opened.
This goes without saying, but, make sure you downloaded the SE version and have the game version 1.5.62. If you have a pirated copy... Well, no one is going to help you with that here.

It's specifically the "Disable website referrer" setting under Tracking in "Extra Features" on the Private Internet Access extension that causes the problem for me.
