The problem here is that you are running 20140722 (an old release).
You need to update at openra.net/download to release-20141029 (the current release at the time of this post).

OK, now down to business there is no distribution specific release. all of the distribution specific releases are community managed but are linked at the bottom to be helpful.
The devs try to maintain the maximum support for all Linux platforms by using AppImages. From the download page (http://www.openra.net/download/) select Linux and then you can select the latest Appimages for Red Alert, there is even some link for using the 'optional appimage utility' but generally you want to make your .appimage file executable and then run it and it should just work, no need to install.
I hope this gets you up and running and if you have any errors please share the logs.

OpenRA's website has player activity stats which shows peak player activity.
TooMuchInternet69 mentioned there aren't that many people playing the playtest. In the server browser you can change the server filter to see players on the release version. I've seen people arrange playtest games on Discord, which is where a lot of the competitive players are.
You might be interested in joining the next season of RAGL (Red Alert Global League), a weekly ladder against a pool of similar skilled players. Some info for the recent season is linked in the this subreddit's sidebar. I think the next season is at least a couple months out. Joining the Discord wouldn't hurt though.

The games were rebalanced and while implementing some units were missing and balance was very off. As I understood, the current openra mods balance and units evolved with their implementation over time.

As openra seems to have reached feature parity with the originals, I think it should be possible to create mods that are closer or almost equal to the original games.
