So I've modded a number of game sin the past. Outward is a Unity game. This means it's really easy to use a library such as Partiality in combination with dnSpy to make just about any code change you can think of. I did this for Wizard of Legend a while ago, I've also poked around in Enter the Gungeon as well using these tools.
I think your CPU might be at fault.
I have GTX 1070 and i7-7700k, and I don't get any stutter...and I'm playing on Linux (Solus, GNOME edition) through a compatibility layer (Proton) which translates DirertX11 to Vulkan (there's no native Linux version of this game) and that always comes with a small performance penalty.
Note that I only played it for a few minutes (I bought the game specifically to play it in local coop with a friend, so far I only booted it up to see how it runs) so I dunno if maybe it gets worse in the later areas or what.
Alternatively, maybe it's an issue with the drivers? Try updating them If you haven't done that.
Also, the game supports split screen coop, so you can play the game with her locally.
Split screen has no problem. I'd recommend using the mod Raid Mode on the Outward Nexus (https://nexusmods.com/outward) so there's difficulty scaling for more players. If ever the split-screen character wants to move out of split-screen, 3 player co-op is still doable. Just install the mod.
You don’t need it for this game but I like using https://github.com/Ryochan7/DS4Windows/releases It allows you to connect wirelessly with most Bluetooth chips ( no need of Sony’s dongle) and also emulates an xbox controller ( for some games that only support that ). It also has some other customisation options ( I like lowering the intensity of the LEDs in front as I find them way too strong).

@everyone I am now able to say what's going on regarding the pre-orders for PC. Some of you already noticed that the game is available for pre-order on the Epic store and not on Steam, and you expressed your worries that this would mean Outward would be exclusive to their store.
I can assure you that Outward will be released on Steam as well on launch day. However, there will be no pre-order possible on Steam. Because we didn't want players to be unable to get the pre-order bonus if they decide to play on Steam, anyone who buys the game on Steam during the first week after launch will also get the bonus content (the pearlbird pet and the fireworks).
With that being said, if you don't mind buying the game on the Epic store, know that they are giving us a significantly bigger share of the revenue, so it benefits us more as developers if you buy it there.

But not sure what I missed there. I can't find another way but the one closed with the Gates. If I didn't see that area for the other side of the Abyss between them - I would not even bother creating this post.

Yes technically you can disable it but will you need to manually edit the game code.

The essential steps are:
Get dnSpy
Open Assembly-CSharp.dll in Outward\Outward_Data\Managed in dnSpy (remember to make a backup.)
Navigate to the CharacterCamera class and Right-click>Edit Method on the code you want to edit
First delete the vertical sensitivity multiplier at around line 60 (line 24 in method editor)
Then delete the essential mouse smoothing code at lines 101-102 (65-66 in method editor) and 117-119 (81-83 in method editor)
Make sure to hit Compile in the method editor to make the code edit and then File>Save Module to save the actual code to the .dll

Also after doing this I recommend you lock your framerate to something comfortable using something like RivaTuner as the sensitivity in this game is directly tied to your framerate.
