The two games are totally different. SUPERHOT VR has 100% new levels, different story, redesigned gameplay and basically a whole year of work of the entire team poured into making it actually good. :) The only stores that currently sell SUPERHOT VR are Steam and Oculus Home.

Move the ball behind your finger and avoid obstacles.
The speed of obstacles gradually increases, slowdown them with simple movements of a finger.

You need a PC, but since this is about VR version - you gonna need PC anyway. Just go to thepiratebay.org and search for "superhot vr", download, scan for viruses, unpack and play.
You might be looking for this. It's more about platforming in this game, and using your time-slow to extend the amount of time you have to place jumps in crumbling structures.
You could always add it to nexusmods, you just upload it and request the game to be added (which they will, they have tons of games with a single mod). It’s probably more likely to get noticed on there, you could no doubt entice the huge community to get involved too.

Like, emulate an old monitor like SuperHot does? Depends on what you're making. If it's art, I bet there's a tutorial online somewhere for modifying an image to look like it's displayed by an old monitor. You'll be distorting and filtering the image somehow. If you want your computer to look like that, either find an old monitor or check out https://github.com/Swordfish90/cool-retro-term. Otherwise, poke around the internet, I bet there's something out there.
