Tachiyomi allows you to download extensions for websites like [Mangadex](mangadex.org) and by adding a manga you are interested in to your library it will look through your extensions and provide you with the chapters. Just an FYI if you are interest in reading the index manga to continue the story, index is based on a light novel.
I agree, Misaka feels like a static character that appears a lot during the novels. She doesn’t have any major motivations besides wanting to “catch up” to Touma, it makes her feel 1-D as a character and someone who just orbits Touma. It reallyyyy doesn’t help that she’s shoe-horned into plots that don’t make sense for her to appear in, as she can’t move the plot forward significantly. It’s all because Misaka=Sales.
Misaka in general gets worfed a lot. We saw how hard she jobbed to >!Ms. I can’t use chopsticks and Mr. 3rd rate Magician in GT1!<. It’s not that she doesn’t have a strong ability, but if she focused on using it in more versatile ways instead of relying on ”MuH rAiLgUn”, and ~~Learn Magic~~ she wouldn’t be losing to >!3rd Rate Magicians!<.
Seriously hope Kamachi can redeem her character, after GT2 it seems like she’s changed mindsets. So the time is most likely coming soon.
Although I still do think Kamachi isn’t utilizing her properly, instead he’s overusing her like a lot. I will give him credit because he made Plot Points like her not acknowledging Magic, actually make sense for her characterization wise. This post is fairly long, but it explains why Misaka rejecting Magic is due to her characterization. Casette (The OP) is really good at analyzing physiology’s of characters he’s done multiple ones on Mikoto, they’re all really good and I recommend you read them. This on in particular made me appreciate Mikoto and Kamachi’s writing a little more.

The MMO's English version is dead. It stopped being supported earlier this year and I believe the servers are also down now.
The gatcha game's name is Imaginary Fest or IF. Only language it's available for is Japanese.
But if you're interested in the Chinese version of the MMO, here's a guide to how to get started playing it. Not really sure about how to go about playing the gatcha game, I've never personally tried to play, but here's a link to the android apk for it. If your phone is iOS there's a different process where you have to make a Japanese Apple App Store account.
Most support PDFs. If I can I prefer to use EPUB/MOBI formats (depending on your e-ink reader) because they're usually better suited, but you can convert between formats with tools like Calibre. I actually got NT in EPUB format and converted it to MOBI for my Kindle.
I don't know about MangaDex ; I have a 10+ years old Kindle that doesn't really have a browser you can use for that, but newer models might have.
Index-tan 3 is. The Accelerator special is not.
As far as I can tell, the only way to watch the Index-tan specials for Index III is to download the torrents of Index III BD volume 1 and volume 5 done by GJM. The anime streaming websites I've used in the past due not have them uploaded, it seems.
They're labeled as Index-tan 6 and 7 in the torrents but those indeed are the correct ones. Index-tan 1 and 2 came from Index I, 3 and 4 from Index II, and 5 from the Index movie.

You're lucky that you already have OT2. That volume in particular is particularly hard to buy as it goes out of stock pretty quickly (they probably don't print as many of that volume as it's not very popular).
Unfortunately, of the sites I listed, RightStuff, which has the lowest pricing for them, is out of stock of almost every volume and Book Depository, which seems to have every volume in stock, is the most expensive (though it doesn't charge shipping).
Chapter 83 was just released in Japan, the magazine is generally released on the 27th every month.
