There are 50 Welcome amiibo series cards, these have their own RV's in Animal Crossing New Leaf for 3DS. With the free Welcome Amiibo update for that game they added a camper van park and you can order the furniture from visiting RV campers. I believe these characters were not included in the original release of New Leaf, because not all villagers make it into every iteration of Animal Crossing, so they got special treatment for their return.
There are 16 figurines. These are the core characters (such as Tom Nook) that cannot be invited to stay in town as they already exist as permanent NPCs running the shops, town hall, etc. but they do have their own RVs with furniture.
Then finally there are the 400 Animal Crossing series 1-4 cards. These are split into Special and Normal card types. Specials are characters that cannot move into town, such as repeats of the figurine characters, holiday characters, Isabelle in different clothes and then the Normal cards are the regular villagers that can move in. The Specials have RVs but the Normal do not.

Also consider getting Sanrio card pack. It's not random and you can't find these villagers in game. It's 6 Sanrio themed villagers that use exclusive furniture.
The series 1-4 are random in each pack. There are 100 different cards in each series, and 6 cards in each pack. I believe you get 1 NPC and 5 villagers in a pack, but which ones you get is totally random. I would keep looking for retailers. All 4 basic series are supposed to restock sometime this month.
But until then ebay would probably be your only option, as all of the sets have been sold out for well over a year now.
You will always get a npc character the the Amiibo card packs and there’s 17 npc cards per series. Depending on the series you buy you might have a 3/17 chance of one of the characters.

Well as said the villagers are in RV's. The packs also specify Welcome Amiibo on them.

Theres amiibo cards you can use to have your favorite villager move in. They're getting expensive and selling out quick. I bought mine on ebay.

If he plays the game on Switch, my guess would be that he means the amiibo cards. There are five series of the cards that you can collect so his friends may be trading them. You use them to invite the animals to live on your island in the game. The amiibo figures are compatible with the game but the characters can't be invited to live on the island, so it seems more likely his friends are talking about the amiibo cards. "Best" really depends on your personal preference. Each series has different characters, so the best series is probably the one that has the most characters you like. :)

Please go away. You already proved with your "evidence" before that the animals in the game are called Villagers, and the human characters haven't always been called a "Villager". The OFFICIAL ANIMAL CROSSING WEBSITE calls them animal VILLAGERS.

Yes, if you have an animals card you can invite them to your island. It can be used infinite amount of times and on multiple switches. You can’t get the characters like nook or Isabelle to move in but you can get them to visit at harvs island for photo shoots. I just collected all the dog cards that could move to the island. I like dogs. amiibo cards
Sorry- I’m the worst at explaining these things but apparently they’re called amiibo tickets and I believe that you can search for villagers and have them come to your island if you get them but they do cost money.

You can also get legit ones on ebay, just make sure they look like the official amiibo cards. The home-made ones often look like buttons or stickers or have custom artwork.

Yes, when your island is full and you use an amiibo, you invite them to the campsite 3 times & give them a present each time. On the 3rd time, they ask you to suggest a villager to move away, so that there's room for the amiibo villager to move in.
Hey, OP I have bad news...
You can check Nintendo's website to see their cards and every single one of these cards have incorrect numbers. Majority of these cards arent even series one; they're mostly series 3 and 4

I don't know where you live so I can't recommend specific stores, but I assume any that sell merch or electronics in general may have them. You can also buy them online on the official site (linked below), Amazon or eBay.
The official site lists all cards. If you're looking for specific villagers, make sure you buy the correct series! For example, Roald is in series 1. So if you want a chance at getting his card, you need to buy series 1 packages (the green ones).
Where did you get it? It's not on the https://animal-crossing.com/amiibo/collections/series-1-4-amiibo-cards/ list of amiibo cards. Is there cards beyond the 1-4 series that I don't know about?
It was like 40 or so villagers that werent originally in new leaf. Theyre the ones on the welcome amiibo card set with the RVs. I can find a list.

I bought it for the same reason, and never played it. These are the version of the cards you get. It's a great deal if you want the amiibos.
I just recently bought a bunch and the card just looks different from the main set. And that's on them making a Welcome home set of cards instead of a 5th main set. They do the same thing, but his card is mostly of a truck with the things he brings. his card is 46 of the Welcome Home set. It's also going for around $8. I might buy it later. But I just bought 24 cards.
Yeah, the different series just have different characters. There are some that are available in multiple series.
