About five years ago when I was still on windows with some regularity I used various blackbox for windows ports, I think bbLean was pretty good.
I also used and REALLY enjoyed SharpEnvironment for a long time and it looks like they're still very much actively developing.
This is a bitmap font that is commonly used for GNU/Linux terminals. They all have very small varying details and it's sometimes hard to narrow down which one is which since a lot of them are very similar to one another.
I may not be correct, but the image you linked looks familiar to Tewi by neeee/lucy. If not, then I suggest you try looking through this handy repo on github that contains a lot of bitmap typefaces. Also notably I suggest you take a look at Artwiz fonts as well.

it's a port of the linux desktop environment "blackbox" for windows. So it's an alternative shell to explorer, although you can run it on top of explorer. Check it out http://bb4win.sourceforge.net/bblean/
I usually find myself forced to use Terminus as it's an easy install and I swap distros frequently, but I also very much enjoy MonteCarlo and the ones in the Artwiz pack. The bitmap section on Nanami-tan has some great ones too.

It is NOT tiling, but it can make the experience more tolerable, workspaces, configurable menu, collapsable windows and all that. Black box is parent to Openbox and Fluxbox in fact.
plus no need to have admin rights to install and use it at work!
I'm not really sure it seems to work for me. Except for on Firefox it blinks constantly and is really annoying. I am using Windows 7 x64, and the 64-Bit version of BlackBox from Here.
Perhaps its the wrong arch? Are you using the 32 bit version on Windows 64-Bit?
you can use utilities like Bsetshell to create a boot environment where explorer.exe is replaced with RetroArch.exe or whatever, from here http://bb4win.sourceforge.net/bblean/
You can also do it in the registry with regedit - create a new user, then navigate to
HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Winlogon
Then add a new string value (Edit > New > String Value) called shell, and direct it to wherever you have Retroarch.exe. I wouldn't fuck about with the registry unless you have some vague comfort with it though
For my arcade cabinet, I use bblean... well... I use the bsetshell.exe that comes with bblean to set BigBox as the shell.
When I need to do maintenance on the software of the cabinet, I just exit BigBox and hit Ctrl+Shift+Esc and run explorer.exe from the File menu. From there I run bsetshell.exe and set the shell to explorer.exe again and log out then log back in, again. After my software maintenance tasks are complete, I run bsetshell.exe and set BigBox as the shell again.
Make BigBox your shell. A small program I have recommended in the past for it is bsetshell which you can find here on this webpage: http://bb4win.sourceforge.net/bblean/ There are other programs as well of course.
It's a bit of a pain to get working, but they have BlackBox for windows called bblean. It hasn't been developed for years, but works as a really light weight Windows shell replacement.
At one point I had the 64 bit version working quite well.
bbLean, a BlackBox fork, works quite well on Win7: http://bb4win.sourceforge.net/bblean/ If you don't know BlackBox, it's very similar to OpenBox in a GUI sense.
You might want to traverse deeper into bash for Windows, but for a quick and ready to go bash terminal, just get msysGit: http://msysgit.github.io/
I use this setup, as the specs of my work PC isn't really up to running a virtual Linux guest system. I've customised bbLean a lot, and grown quite fond of it.
I'm using Windows 8 with BBlean as the default shell. Like I said, it's complicated and not worth using for the sole purpose of removing window borders. It's more of a customisation thing, I use it so I have a nice desktop theme.
Looking great! If you'd like an opinion, I'd say consistency is key. I think the orange/blue scheme you have going on is a bit mismatching, I'd go for something more analogous, including wallpapers. But that's just me.
If you're looking for fonts, I'd say give Haxrcorp a try, it's very readable. Or Fixed. And the Artwiz pack is good to look through, too.
You also might want to give the Metro skin of Steam a try? I think it might fit your look better.
Other than that, I think it looks really good, just gotta bring it all together.
change your shell to bblean - notice the 64bit version if you on 64bit windows.
the default config looks like crap though, you might customize it a bit with some skins from deviantart / customize.org :/
I used Blackbox for Windows and bbLean as a shell replacement on Windows XP for years without any serious problems. I'm not sure if these are still under active development or not since I left the scene when I switched to Windows 7, but you should find everything you need to use them.
bblean adds a fair bit of linux-ey-ness. Not much development lately... meh. not much needed. The default themes are shit upon shit, though. Tiny little download here. According to task manager, my blackbox process is using 8 Mb. People probably have probs with bblean cuz they don't read the instructions closely when the install it. Once as admin , then again as user, or something wierd like that. Lets you do all your config via text editor of choice, a handful of textfiles. It does multiple desktops well enough. I use it because its easy to customize hotkeys. My windows key gets a LOT of workout, thanks to bblean. Oh yeah and you might as well delete the dll for 'skinning' the windows. That part is not good.
