I won't be surprised if the games on Steam will run through a modified dreamcast emulator. Demul lets you play Shenmue at 4k30 pretty easily. My guess is that there's a compability issue for additional DRM not being added since both of the games rely on ancient code.

This "postmortem" from GDC 2014 gives a lot of insight into the development of the game from a Virtua Fighter RPG for Saturn into Shenmue for the Dreamcast.

This is the latest build of DEmul, and here's the site for installation instructions. Apparently there are still some issues with sound on Shenmue II though.

Or lxdream. I just compiled it in Linux (kind of had to port it) and downloading street fighter 3 to test it. 12 minutes until the download ends.

I can't recall exactly which one I used, but DEmul and NullDC are both still active and come quite highly recommended. If one doesn't work properly for you, give the other a try.
