There are ways of disabling the auto restart mechanisms. I'll have to dig the articles up but it involves taking full control of some Task Scheduler items and disabling them and removing permissions from SYSTEM to make changes. I also run a program that's supposed to prevent restarts, haven't had the chance to test it fully with Anniversary edition.
Personally I prefer my PC never restarts except when I decide it should do so. It wouldn't be a problem if windows had some kind of session manager that could restore app state. I switch around to different activities a lot, having to manually restore app state because windows thinks it knows what's best for me is infuriating.

Don't Sleep, supplemental restart prevention. I haven't fully determined if it's necessary or not.
The easiest solution would be to change your power options to "High Performance" and then swap it back afterwards. You could also try a hand one of the hand full of programs like dontsleep.
For me it was the screensaver/monitor standy while playing with a gamepad. I solved the problem with http://www.softwareok.com/?seite=Microsoft/DontSleep Just set it up so that it prevents turning off the monitor and run it while playing.
It happens for fitgirl repacks, bcuz usually they take more times than other versions to install, Bcuz they r more compressed!

You could use a separate application to do it; not ideal, but Spotify doesn't really listen to requests.
I've just got the nice simple tool Don't Sleep hanging around for the occasion I need it.
You could use a freeware program like Don't Sleep (http://www.softwareok.com/?seite=Microsoft/DontSleep) which can block shutdown. It might be the easiest solution. It will also keep the computer from sleeping which is also useful.
I just use freeware app Don't sleep
and run it when there's something going on like charging my external phone battery instead of the computer going to sleep and stop charging after 15 mins. Much easier than changing computer power settings for something that happens every other week.

I've heard sometimes wireless keyboard/mouse can do some odd things, but unlikely if only in gears. Checked bios power saving settings? Anything unusual in system monitor? I use a similar util called Don't Sleep. It works really well and has a lot of options. You can disable some or all power saving modes. You can also set it to exit at a specified time, so that you aren't wasting power once the download is done.
I know you don't want tron to use unnecessary utilites, but i've found that "Don't Sleep" works extremely well. It also has command line options.

Also, I would do a test. Open a game that's not CS:GO and leave it on and see if it does the same thing.
Does the message say anything besides its rebooting?
When the machine shuts down, does it say anything about a windows update?
Have you tried running something like Don't Sleep? You can tell it to block your machine from rebooting. It is a bandaid, meaning it won't fix the underlying problem, but it should help you.

It's a portable application, no need to install. You can probably put it somewhere in your Windows profile (My Documents?) and add it to your user's startup folder. Looks like you can configure some time periods, so you can have it block going to sleep during business hours.
