Pretty sure he is running both stock. His temps look surprisingly low so the Monitor overlay should be showing the active core clocks. 4.9 is the 5950x's boost clock after all.

then boot it up, go in game and see if you can reach 240hz.
most eports games rely on your cpu instead of gpu btw
your gpu could run 1440p, it would just be lower fps than the new 30 series graphics cards when you play AAA games and such, but as I said apex and esports games rely on cpu so you should upgrade that instead

You can check for CPU bottle neck by recording a gaming session and using maybe MSI afterburner to record CPU and GPU utilization graphs.
You can also use FPS monitor (free version) and it should display CPU utilization in game.
If your CPU touches 70-80% and your GPU utilization drops below 90% then you are most likely cpu bound or near it.
Try using FPS monitor first to see during your regular gaming sessions. Or on the games you are concerned about for CPU bound.
If you have a Nvidia card you can do it through GeForce to show it but there are a few ways. No built in one though. You can also try using FPS Monitor but I don't have experience with that one.
FPSMonitor will do that for you. You do have to pay for it to get what you really want out of it, but as someone who has used afterburner for many many years, this program has the most extensive and customized overlay setup I've ever seen. Here's an example of my own custom setup.

I notice that when you play light threaded games the temps & voltages are all over the place like you describe. CPU demanding games i notice my temps are generally stable and only move a couple of degrees and the voltage is fairly steady at 1.25v 4200mhz. (Measured from within the game.)
A 980ti is more than enough to play Apex Legends at full 1080p. I still recommend updating drivers (and BIOS!) before, but you're more likely running into a CPU bottleneck than a GPU one IMO.
Use an overlay in game to see what's working hardest (CPU or GPU) to see where the real problem is.

It is very customizable though and pretty easy to work with. That said, I did previously use HWinfo to output to RTSS, and with some time you can get nice monitoring setup. I don't recall if this allows you to have varying colors for different stats depending on utilization. You can start by opening hwinfo with "sensors only" checked, and right click on any stat and then select "OSD (RTSS) settings"
