There are DOS drivers for USB controllers, i.e. DUSE. Ma.... con l'UEFI non boota, e l'ultima versione non sembra abbia dei tools per testare la memoria.

I still carry a version of Hirens Boot Disc around on my keychain. Only tool I ever needed. You can live boot it and if you are running windows there are a bunch of tools too. I've also used the included Win95 live boot a few times to rescue some 2003 servers back in the day.
It brings up a menu, you select what you want.
As I recall there's a submenu with password programs.
There is a version for download with all non-free programs removed.
Actually, my CD is old, looks like the latest version has a Windows PE front end. And according to this, it has more password programs than before.
First off, I would run through a check of all the connections. Make sure everything is where it's supposed to be, and that the connections are fully seated. Sounds like it's not a psu issue, right off the bat. Honestly if windows can run through the entire installation without running into a problem, it doesn't sound like a hardware issue either.
I always use Hirens Bootdisk to resolve these issues. And it's basically exactly what you're talking about. It's a liveboot environment that includes a bunch of useful windows diagnostic software.

But for a Window boot CD for debugging I'd go with the Hiren’s BootCD PE (latest release 2018) which is developed by fans of Hiren's BootCD (latest release 2012).
For Linux boot CDs most distributions offer some form of live boot for evaluation but Knoppix is designed to be a live boot OS. I find I can usually get by on a Debian or Ubuntu disk, though.
You can use an old Windows disk as a boot disk; sometimes they have a recovery mode but otherwise you can press Shift+F10 in the installer boot environment to get a command prompt. The tools are limited, though.
Try boot some rescue environment (like https://www.hiren.info/). Maybe it's some driver failure or some of components are gone. Also try to boot with only the most necessary components. Hirens boot contains stress test softwares, RAM test, etc. It also have Linux-based partitioner, Linux can be more specific in hardware issues. Try to search for error codes if any. If you have driver issues then you can try to install Windows without internet connection to prevent install latest drivers, then you can deny driver updates for a specific hardware (use search to find out how). And you can use a previous, working version.
UIDE is a disk cache. Your post is a bit lacking in details, but my crystal ball says you may not have also loaded the necessary CD/DVD driver required to grant access to said optical media.
So, under DOS, there's two bits that are required. A driver for the optical drive (there's plenty to choose from, but try vide-cdd.sys, available from https://www.hiren.info/downloads/dos-files ). Depending on your hardware, you may need to try others, but I've found vide-cdd to be pretty compatible and it has a small memory footprint.
The second part is the driver that lets DOS use CDs, which would be mscdex or, as you appear to be using, shsucdx.
Then, on top of these two, you can use UIDE.sys to cache drive reads, it uses XMS memory to do so (which means you also need an Extended Memory Manager as well).
The CD driver and uide are loaded in config.sys, mscdex/shsucdx in autoexec.bat.

What's wrong with the laptop? You might be surprised how easy they are to fix, and nothing's cheaper than DIY. PM or respond here if you'd like some help diagnosing it. This used to be part of my job.
Sounds like hardware, but if it's a software issue, there's probably a tool in Hiren's Boot CD that can help, and you could get a friend to write it to a USB drive or CD.
If you hear beeps when you turn it on, the pattern lets you know what's wrong. Search for "[manufacturer] beep codes".
If it turned off when liquid was spilled onto it, remove the battery, the bottom panel, and the keyboard and leave it somewhere warm for a day. Sometimes they're not permanently damaged.
If it seems like the battery is dead and it doesn't charge, check the cord and charge port for damage. If the center pin is bent in the port, you may be able to line it back up. If the port looks fine, you can test the charger either with a friend's similar laptop or a multimeter if you can find one. If the port housing is cracked but wiggling the cord gives you intermittent power, you may be able to open it up and fix that housing with a strong epoxy like JB Weld.
If it's a bad screen, I guarantee your college has dozens of old/standby desktop pc flat screens sitting in storage, and you could probably borrow one until you can get a replacement part.
With bad RAM (memory), sometimes you'll have two modules. Remove one and try to boot. If that doesn't work, try the other one.
RAM, storage, wifi, keyboards, screens, and touch pads are usually easy to replace. Cheap on eBay too. It might surprise you how easy it is to swap these things—you don't have to be a super-geek. Whatever it is, there's a YouTube video to walk you through it.
It could be anything, drives fail in many ways, even new ones, i've had brand new RAM fail after a week of use, give hirenbootcd a go, it has a bunch of tools for HDD error checking.

You can also download a "free" copy of windows 8 from microsoft. As long as you have the CD key that should be printed somewhere on the laptop, you can just download and pop it on a bootable USB or recreate the CD and use that.

Yes that would work, but its a bit drastic for one app that doesnt appear to be causing any issues . Try to boot into prompt mode. Run chkdsk and see if there is anything there.
Other than that, if it takes time to boot (real boot or windows loading?), your HDD may have gone to the HDD heaven.
You can try to use a Boot device to check your HDD status, like Hiren BootCD (I haven't tested this one, but saw good things about it).
If you have a workable system, but the boot-loader is shot, you can boot up the system with an emergency boot-loader disk (floppy or CD).
You're going to have to download a boot-loader disk of some description from the web which is capable of booting your (hopefully still workable) Windows 95 system, and burn it to a CD or to a floppy. You say you don't have a floppy, so you'll have to use a CD to boot from.
I've also remembered another one that might work for you: hiren's boot cd 15.2 Use the 'bootfix' utility or one of the other things.
