You can use a sticky notes app to send the sticky note over LAN right on the user's desktop on top of all the open apps. You can try Notezilla - https://www.conceptworld.com/Notezilla. However, it doesn't support scheduled notifications though.

Use a sticky notes app and leave the messages on the desktop. If you use apps like Notezilla, you can also pin it on top of other apps or stick the notes to other apps and website so that they a popup automatically when those apps/websites are used. Tagging is also possible.
Well, not sure of "randomized" recurring reminder, but Notezilla has a "Snooze" option which allows snoozing the reminder for any period (minutes, hours, days).
So when the reminder alarm shows up, you can snooze it for some random duration. Hope this works.

You may have to give up something to get something. I don't know of too many note-taking programs that let you view a grid of notes the way Keep does. In Keep as you know we can scroll through a single page quickly to see lots of notes.
Notezilla has a similar Memoboard you could test in a trial. It also lets you create notes (sticky notes) that reside on a single screen. But it may not have all the features Keep has.
in separate containers
You could type notes in separate OneNote containers (paragraph) that reside on a single page but that might not be as easy to do as as using a note-taking program that has a grid view the way keep does.
Maybe someone knows a note-taking program that has a Grid view like Keep does. That's one unique feature that Keep has. Tree-based programs like Evernote and OneNote let you see a tree that contains names of pages, but each page doesn't contain the entire note the way Keep can show you.
