Dofus, and Wakfu are MMORPGs, both made by the same company (Ankama). They are definitely worth checking out if you're into strategy-based games.
Note: Only a small portion of each game are F2P. You can try it out as long as you want, then subscribe to unlock the full game if you choose to do so. Also, they are available on Steam.

There's an MMO created by a French company called Wakfu that has a pretty cool political system. One of the first things to happen was a player was able to take complete control of everything and become the biggest asshat dictator imaginable. He found a loophole that made it very difficult to unseat him.
The devs refused to patch it and said it was an unanticipated outcome but that he was playing by the rules. The GM's organized special events to empower the citizens to try to overthrow him etc.

The OST from the anime isn't too hard to find, but the only copy of the ingame music I've found was slightly corrupted, and had lots of skipping and weird audio artifacts when playing.

Does Wakfu count as obscure? It's essentially a sequel to ~~MapleStory~~ Dofus. Like its predecessor, it's incredibly charming and has some really fun design choices. The political system and combat in particular are great; I really wish more games had turn-based combat like Wakfu.
There probably will be, I mean Ankama are making a reasonable amount on Dofus, not sure where they stand with Wakfu the mmo, and they still making a tidy bit on their animations.
Most importantly though, they enjoy animating. It's the whole reason they started and nothing short of bankruptcy will stop them.
Now, I can't give you a timeframe, because as much as they enjoy their work, they're still lazy sods when it comes down to it. It could be a couple of months, or even a year, but there is no reason for them to stop.
Also, there are a few fragments floating about, such as this although the original link there was taken down, but there are hints of a season 3 in the works scattered about.

I used to very tough on the French in my early teen years. This was a natural component of my highly neoconservative (Republican voting) household. I used the prevailing anti-french sentiment in the area I grew up in as a humor piece, almost but not quite becoming a satire or parody because I still believed partially that they were stuck up baffoons.
However, as I got older some cracks appeared. For one, I grew in my understanding of politics and history and my outlook underwent a dramatic shift. I'm now a Libertarian/anarcho-capitalist (I diverge in that I apply a utilitarian razor to determine my positions, so naturally I have zero issue with the use of force in many instances that would make my erstwhile peers chafe) and have departed well away from neoconservatism.
But all that heavy stuff really isn't the big reason why the French, today, have earned my goddamned respect. It wasn't the statue of liberty or helping us kick the lobster backs' asses during the Revolutionary War.

General class changes and game balances, as well, but most classes and builds play the same, if not extremely similar. The exceptions being Cra, Feca, Iop, and Pandawa, who have received some pretty hefty revamps (Though the general play style for each build should still feel very familiar.)
More content has been implemented (zones, dungeons, etc) also. Zaaps and boats to those zones should be accessible by default, and there should be News posts about those on the login screen of your game client.

I don't think Ankama would put something like that in their ToS since they like the idea of "Self moderation of the community" and prefer to only step in when a situation gets out of hand.
But yeah, there is a chance he just wanted to help him out, however, sharing your account details with a 3rd party IS against to ToS, so OP is being asked to break them, which isn't okay.
That's because set bonuses don't exist anymore for the most part and wakfu.wikia.com has out of date stats.

Just commenting, but as an Ecaflip I've resorted to the crappy Crobak Dagger for causing wind damage in Castuc (no idea about the other one yet). It is much weaker than other attacks, but the melee and single-target help me to use those 3AP decently. So, in theory, anyone can use all 4 elements regardless of their class with the right weapon, at the cost of damage.

I sent an email to Greg, the owner of the website to see if he knows it's not working / is open to selling the website. I own a few of my own sites and if he's willing to sell I may consider purchasing and fixing the server issue if it's not too complicated. I'll post a topic here on Reddit if he emails me back and we come to an agreement.

Most animations in the game are simply sets of transformations applied to 2d sprites in a way that imitates Flash (the tool they use to create cartoons). They use a homemade rendering engine written in Java and a tool to import Flash animations. Items in the game consist of one or more sprites (in case they need to bend or enfold in different ways). For instance cloaks consist of three parts so that they can realistically undulate while running.
I think there's only one place they make use of 3d meshes and that's maps since it's practical for implementing collisions and heights. You can read about their map editor here.

It was supposed to be out already but there has been some delays so it's almost ready. I'm looking forward to it as it means that I can run dungeons with just myself and my fiancee :) it will have a fee though so it won't be a free service.

2) You shouldn't bother with water damage at all. If you are about to make a summoning Osamoda, Gobgob isn't your only option. (Sorry if I state the obvious from now on.) You can catch different types of monsters with Gobgob and summon them with Gobup. Those monsters cannot be controlled as Gobgob but can be buffed with Fire branch (and with the Air spell "Whip"). With Posession you can take control over them but it is fairly expensive, I don't recommend it at early levels. The number of controlled creatures can be increased by the stat called Control. You can get Control from various items and stat points. Check the Wakfu encyclopedia for equipment and tick "Leadership" at the bonus list (wrongly translated). Also check the weapon tab, lots of weapons give Control even at early level.
3) I wouldn't recommend gearing towards both if that's what you meant. If I were to do summon Osamoda, I'd do...:

Wakfu has that, albeit in turn-based tactical MMORPG form. You do wander the world solo, and you can participate in tiled turn-based tactics with multiple enemies (and multiple humans who are in your party) taking place on a generated on-the-spot battlefield. It's a bit like a spotlight effect, where you can't move outside the lit area.
It's definitely not Fire Emblem flavored, though. I'd say it's got a very Frenchified anime style going for it, which has led to some pretty strange interviews. I guess it really depends whether you're open to other tactical RPGs (tactical MMORPG, in this case) or whether you're attached to Fire Emblem's classes and trappings in particular.

Wakfu is the exception imo. They've recently completely revamped the beginning of the game as well as opened up all content so it's completely F2P. They also just made a new installer (including linux), but you can also just install from Steam.
The Wakfu website provides quite a lot of information about the game in the Encyclopedia.
A slight problem with this is when you hover over items the information in the popup box is usually incorrect. This can be avoided by using list view instead of grid view.
A lot of "guide" based information can be found in the Guide Section of the Wakfu forums.
Try out Wakfu(recently added to Steam). While it's not a new game it went F2P lately so no hurt to try it out. It has interesting sandbox elements and you level/gear up by killing mobs aka grinding. It also has dungeons where you can co-op. It's turn based which is also a nice twist if you are bored with regular MMOs.

In short, if you liked the 2.5D and strategy in ShadowRun Returns, you'll love Wakfu. It's way more open world than SRR, too.

I don't play Sacrier but you already got : 63 HP, 1 AP, 31 Lock and 20% Earth Damage which have all you need.
The next set that you should aim in my opinion is the Royal Gobbal Set (Lvl 35), it give you more Earth Damage, HP and Initiave. You also got 1 AP for completing the set.
Then I recommend you the Tree Set when you reach lvl 55. More dmg, more lock, more hp and you got +37% in all resist plus 1 AP for completing the set and 1 MP in boot.
According to the Wakfu site, the total possible control you can get up to at your level is 6:
2 from blessing if maxed, 1 from hammer, 1 from base and then swap out your royal tofu set with Fake breastplate and select a helmet from the link.
You should be able to summon 6 monsters up to the combined level of 66.5 afterwards. 38 + [(38*6)/8] = 66.5
You can get Sidekicks by either buying them for real money or from other players for ingame money.
Those if trained enough should allow you to solo play better.

To me, if abusing summons in dungeons later is problematic it's not much of a build. No offense but it just feels pure summon Osa's are people half assing their way through the game on a cheap and simple trick. Who want it to continue til the end. Having 2 120's by 145 seems fair to me in comparison to 2 145's at 145 which seems to be what people want. Most people can't handle 100+ solo mobs equal to their level very well; if at all. Which means an osa summoning 2 + giving them more damage makes them unstoppable. And even if you focus the osa, a simple pure hp tactic with control, cmc, and high resists would negate their ability to burst down the Osa. (This is really direct to pvp) Not to mention healing summons are being expected in future updates with the heals also being affected by cmc. Wabbit Shawpshootah(prob got that spelling wrong) is AoE dmg with ally heal on the spell. -(Beta play of osas and future healing summons+stats on them) That just seems incredibly broken to possess more than 1 by 145 should future equips allow it.
Edit: If wanting to use more than just whip they should reduce the bonus damage on it. Or swap it with boohowl, and reduce the ap costs and buffs on all fire spells. This way you can cast more than just 2 buffs per turn. Make the fire spells 2-3ap and give only a 50-75%dmg buff 2 cast max. And then block/lock etc 2-3ap and give +15-30. It's already kind of dumb an air spell is abused when fire is meant to be the summon branch.

As to answer your questions -
The game takes place around the time of the very first scene of the Wakfu anime (Note that you can actually here a baby Yugo crying in the game) So probably about 10 years before the game. In terms of fighting enemies you see in the anime, yes. You fight bosses like Vampyro, Dragon Pig, The Uglys from the Ugly Tower. However nox is NOT fight-able, this is probably being confused with his Evil Xelor counterpart "Count Harebourg". Otherwise a lot of things you see on the anime are in game.
The nations feuding are based on player interactions, as the government system is player run. Of course these would be different for each server.

WoW is uniquely successful due to the very unusual nature of MMOs. Where any other game in any other genre decays over time, eventually becoming obsolete, an MMO continually introduces new content to make itself more relevant. WoW is probably the oldest still-successful MMORPG out there, and as a result it has a huge advantage over a new release. It has a massive amount of PvE content - four entire games' worth. It has had seven years of balancing to the point where there are 31 completely different playstyles to choose from and none of them is significantly over or under powered for very long. There are tens of thousands of items, hundreds of abilities, and by far the largest community of any MMORPG.
A new MMORPG has to compete with that, and there really is no way for it to do so. The only way I can see any MMORPG challenging WoW is by having a completely different kind of gameplay and a significant amount of content. It has to be different enough to not be directly inferior and it has to have enough to keep veteran MMO players occupied for months to break them from their current choice.
For instance, the MMO I am playing at the moment is Wakfu (still in closed beta). It's a turn-based, isometric, strategy MMORPG with mechanics somewhat similar to the Final Fantasy Tactics series. Because the gameplay, graphics, and style are so drastically removed from WoW, I don't find myself missing anything. Of course, something indie and unknown like Wakfu is never going to challenge WoW on a large scale, but I do think it's a decent step in the right direction.
I have been doing some searching around that area as well and have found most information around wakfu to be very outdated. However, there are a couple decent reads for what people speculate the tiers to have been at those times.

Don't expect us to hold your hand through the entire game.
That being said, the current powerhouse in PvP is Sadida or Feca.
For PvE purposes I recommend Feca; this is because Sadida's play-style is notoriously drawn out, being a significantly longer battle than Feca's (melee classes would knock out PvE fights in a matter of seconds).
The guide tells you exactly how to play PvP and PvE.
If you plan on going the Sadida route; just suffocate everything with dolls. Grab a ton of +control gear. Works well for PvP, not so well for PvE.
I really enjoyed Wakfu. The game is just...so grindy. Like for real, settle in for killing piwis and bowmeows for five hours at a time. But it's cute, the music is catchy and upbeat, and I think the gameplay is fun and interesting. None of my friends want to play it because it's too grindy, though, so I haven't played in a long time.
Also, there's a quite good animated series based on the game universe. If you don't end up playing the game, I still recommend checking out the series.
Most of them are a buy to keep commodity, yes. But you do get two for free just by playing the game. Astrub Knight is useful, though no where near as good as another player (or some of the other sidekicks). The high level Xelorium dungeon will give you a choice of picking one of two sidekicks which I'm told are actually very useful.
Other than WoW the other MMO I play on a regular basis is Wakfu (http://www.wakfu.com/en/mmorpg). It's also on Steam.
My core attraction to Wakfu is extremely tactical turn based combat. Unlike in WoW where I end up finding the perfect rotation and just hitting the same spells over and over again, the fights in Wakfu require me to actually use different combos and plan out strategy in order to beat my enemies. Also you get to control up to three characters at once in a fight (but only if you pay instead of playing for free).
Anyway the gameplay in Wakfu definitely isn't for everyone and it gets real grindy towards endgame, but check it out if you are looking for something different.
Wakfu has got quite a few creatures you can capture with the osamodas class. It's a shame the game's population is so low.
There is also dofus, which is getting an interface rework, and has also got a summoner class which is getting completely changed soon. If you live in france it's one of the best mmo's to get into.
Keeler Amulet is the best choice @ lvl 40 for Cra. Only 4% drop rate though. Still if you do each boss twice you should drop at least one.
Metis Amulet is only 3.73% drop rate :/

If you're trying to get into Bygone hand @ 174 (or earlier if you have +kit skill), it doesn't really matter since daggers to bump your +crit over Arcus alone, like Breath of Life or Sinuous are also super late game items. Arcus is the cheaper, better option as a mid-game stop-gap weapon until you get into Bygone.

You cannot make this statement as it depends entirely on what relic and other equipment he's using, as well as how he's allotted his major stats. AP, Range, Final Dmg, Resistance w/ Bygone would probably actually put him at 11/5.

I said 'Xeloresque-aura' because that relic's aura is Roman numerals (aka time) floating off the character. It fits the Xelor thematically, not necessarily that its his best option.

As far as I'm aware, the highest end game damage setups all use Bygone. Don't stat air and you only lose some slight Aging combo damage. Don't stat water if you're trying to go for the biggest Hydrust combo dmg.

Not sure what "lev 90" means unless if that means you need to be level 90 for that skill to be available. edit: or lvl 90 may be the point where you can raise it 1 point to make it better. Seems the website doesn't show what the spell does for raising it a lvl, but I'm pretty sure you can see what it does in game.
Umm I typically just use gobbal set to 64 then swap to Infernal set. I use the celestial prairies to lvl which is also where you can obtain the infernal set from the boss. (lvl 40 dungeon) (Though this will require a party to do.) Then any pieces the set doesn't cover I just search for fillers in the market. (Ap ammy, weapon etc.) Then at lvl 92 I swap to the Vampyro set. They're tri sets so it's easier to get the elements I need and gives me a series of dungeons to run.
To be honest I'm not the best person to ask about early game equipment as I always play with a full team and go from 1 dungeon to the next. I don't really farm mobs and equips below 120 I pay no attention to.
I don't think there's an official tool for that.
The most crude and direct approach would be inspecting and using the official encyclopedia API. It exposes a very convenient API, for instance http://www.wakfu.com/en/linker/item?l=en&id=19897 returns a HTML element with details of item with id equal to 19897.

You have to create a new account from http://www.wakfu.com/es/mmorpg. (Yes the spanish website) This will require you to then use the regular launcher instead of launching via steam.
Some people even then continue to have issues and may require someone else it has worked for to create the account for them. I had to make a few for friends who said the accounts they made on the spanish site didn't work.
A good combo would be something robust and something that can dish out a lot of damage, for the last slot something that can heal would be nice.
Subscription are not necessary, here are the bonus.
You should check out Wakfu from ankama games. It's a very interesting psychological experience if nothing else. Markets and factions are handled entirely by players, players harvest seeds from monsters and are responsible for maintaining their populations.

Many items have Control on them. There is a weapon that you can get at very low levels, Twiggy Cards, that drops from Bow Meows: http://www.wakfu.com/en/mmorpg/encyclopedia/weapons/3941-twiggy-cards , and several other items as you level up, belts, hats, etc.

It is a turn based 'tactics' MMORPG. Its combat system is similar, but not as advanced, to FF:Tactics. You control one hero and team up with 5 other players to take on dungeons.
Wakfu places more emphases on enjoying where you're at, rather than forcing you to rush to the max level. It has lots of good professions if you're into profession grinding.
It is free and available through steam or as its own client. The community is small, but not too small, and welcoming on most servers. Interestingly, the game divides players into 4 nations and a clan of pirates. Each of these 5 groups is 'run' by a player elected (or pvp conquered) government system, so in a way, the players & the community are the writers of their own environment.
I will warn newcomers that there its got a bit of a learning curve to it, and its quest system could be a bit better. However, if you like grinder games - then Wakfu is one of the better ones I've found.
Most importantly, Wakfu isn't Pay-to-Win. Buying a subscription does give you some benefits. However, I know plenty of end-game players that have never paid to play and still are able to play competitively.
The story is just ok but the past two large updates have shown that they are improving the story, the zones, and doing what they can to make the game better reflect the anime.

If that's too much for your laptop to handle though then there's WAKFU which doesn't require much to run at all. Even if it is slightly laggy on your laptop it's a turn based game so the lag shouldn't matter.

Wakfu encyclopedia is a great resource when it comes to item building. Unfortunately you can't filter the list to show only tri-elemental damage boosting items. Ctrl+f '3 random' works well enough as a substitute.
Then Wells would be a good guy. Honestly, so could Eobard. I LIKE this theory!
It would be like wakfu. It has one of the best villains ever, and in a freaking cartoon. The American dub is aweful, but if you can get past that or find a subbed version, it's totally worth it.
There is one for every (harvesting) profession and each provides +10% Bonus harvests to their respective Profession.
this is where the patch notes were posted. It was posted on the beta server forums a few days before the patch went live. The notes were NOT widely advertised so unfortunately it was pretty easy to miss.

I think a lot of the problem comes from the recent set changes. they really buffed tofu and gobbal set as they are set that almost everyone gets. But they did not buff some of the older higher level sets.
I usually go from gobbal to infernal set but i am usually in a party so being under geared towards the end isnt too much of an issue.
I would really hold off getting a new set until you can start to get ap amulets. a good amulet to get would be the Keeler/encke Amulet (Link)
Also if you run the riktus dungeons you can get a tot's belt for 100 tokens and that is a GREAT belt for a decent amount of time.
also there are usually a lot of people farming the lvl 108 dungeon Ambassadors Wing. You need to do the Chillberg questline to get access to this dungeon but you can get fragments for the solomonk
I think i got from 108-122 just farming for fragments. and then i went and did castuc dungeon.
Coming by completely up to date information is difficult for this game - both the official encyclopedia and wakfu-elements are relatively helpful, but still never seem to quite catch up to the game. As for your equipment - with recent changes equipment progression has actually become a lot simpler. With set bonuses a thing of the past, there's no reason to wear a full set other than each individual item being the best one you have for their respective slots - mix and match is the name of the game now. Also, since most items with elemental damage now roll which bonuses they give randomly, you have a wider range available to you, though getting a specific item with the right stats is a little more difficult than before.
While most of the stats on items, especially sets which now incorporate the set-bonuses on individual items, have changed somewhat, they're usually still in the same ballpark - items that had block still mostly have it, etc. So I'd recommend you look at one of the two sites and search by stats you want for your build besides elemental damage, then go hunt for a variety of those that you can use.

I don't know if they ever posted more details but the first number is the % reduction and the second number, in parenthesis, is your rating, which mostly comes from gear.

Edit: I used bread as I have staited in my first post. It makes my character every bread i own instead of insta-healing him :/.
I have also asked other people on my server (Amara), who own a boost, and they said that it requires you to only have one bread it your inventory.
Exactly, you can download the client from http://www.wakfu.com if you wish to play on Nox or Remington or download the client from http://wakfu.asia if you wish to play on Phaeris.
When Steam Wakfu beta ends all the servers will be merged without any wipes so you can continue your character where you left off.
Edit: By merged I meant will be accessible from the Steam client and not merged into a big server xD

Honestly, he is probably my favorite villain in any series I have watched to date. Now for a plug: They are trying to sub/dub BluRays of this show and could use help on their Kickstarter. If you aren't sure about taking the plunge and donating, you can probably don an eyepatch and peg leg to find episodes.

I would've linked the roadmap for last year but it seems to not work anymore. Also, we get all the same events and updates that the french server gets. We get them within about 2 weeks of each other as well.

In short;
Wakfu is a pretty immersive MMO, it has a massive amount of lore and backstory and the world is very deep.
Its always hard to find MMOs that are enjoyable, Wakfu is the only one I currently play and away return to. With most MMOs I play then for a while, with EVE is was a few months, but I always leave.

I am confused a bit by which subject matter you mean. Death? Irony? Black comedy? Abstract film? I guess not though. I work on this: http://www.wakfu.com/fr/serie/episodes. It's a pretty straightforward adventure anime series. But this was my film, so i wanted to do something that, you know, had some sort of meaning to me. Interesting side note, Disney, while actively searching for animators on Princess and the Frog (One of my teacher who worked for them told me they were) sent me a very nice rejection letter. For an intern position. Didn't send one to anyone else i know though^^(EDIT: wow that sounds really bad, i meant that my friends got no replies back instead of rejections, totally not meant passive-aggressively)
