Check the first two boxes when the settings pop up, choose a wireless card that's not the virtual driver, bluetooth, or ethernet.
It could be nothing, but it could also be him sitting outside your place with a laptop, or him remoting in with a remote desktop program. If a lot of devices pop up, turn off anything in your house that would use the internet (such as phones, computers, roku, tv, apple tv, video game consoles, printers, etc).
Go find yourself another computer if you think your current one is compromised, though you'd know for sure if your computer started acting sluggish for no reason.
I'd start changing passwords on everything, including your wifi, email, personal accounts, game accounts, facebook, etc.

If you have an android phone you can use an app called Fing to see every device on your wireless.
For PC you would download something like Wireless Network Watcher.
Tip for anyone who, like me, is struggling to find their 3DS IP: Wireless Network Watcher. My router is shite and wouldn't show me any details related to the devices unless they were named, so I had no way of knowing what was my phone, my laptop etc. It also showed me every device that's ever been on my network (either that or my best mate, and his phone, are hiding somewhere in the house), making trial and error a chore. Using that program I just had to spot the device made by Nintendo.

I think you are referring to the part where they want you to enter your routers settings page?
That is not really the way to get there.
Try using THIS little free program, it lists all devices on your network and also give you the correct IP of your router.
You will need the login details (password) of course.
The rest of that step is correct though, you should follow that.

You can use wireless network watcher to see which gadget may be the culprit Wnetwatcher
This will not show you the hog, but you can use it as reference. But if you want to jump the gun, turn your phone's wifi while playing, some apps get creative while idling.
if you know how to access your routers "profile" or configuration page, you may be able to see if it has a built-in trouble shooting tool.
You can use http://www.nirsoft.net/utils/wireless_network_watcher.html to check and see whats all on your network--this should also be available in your routers "home page", but I included it in case you are not sure or unable to view it.
The easiest solution?

I was using WNetWatcher to find the IP of my 3ds, because when I've tried to use FTP (on my experience) the IP changed almost every time, and it didn't appear on the WNetWatcher list until I connected to the internet somehow

This isn't a very noob friendly process, please remember that you risk bricking if something goes wrong.
You can use this pc program to find your 3ds' ip address, which you'll need to connect it to the debugger.
On your pc, go to wherever you extracted the file and run "ntrclient.exe"
On your 3ds, go to the NTR menu (x+y) and enable the debugger.

Yes, static. Now go make sure that you saved it properly, chances are the PS3 grabbed a DHCP IP from the router. Easy way to check is to grab a copy of Nirsoft's Wireless Network Watcher, a very simple to use program that will tell you what's connected.
First download this free Wireless Network Watcher from Nirsoft. Note that many people use these tools with no problems. Nirsoft is popular with system administrators. If you get a virus warning, it's false. I tested the tool with wireshark and found nothing out of the ordinary. Allows you to monitor who is on your wifi in realtime. The full installer is farther down the page. Once you have this working, you can do a screen capture and get proof that someone is on your wifi network. Eliminate any devices you have, including cell phones, kindles, laptops, etc and see who is left that is using your network. You must be currently connected to your wifi network for it to work.

Once you determine that someone is using your wifi network, you may want to setup wpa security with a more secure password then give the guy a phone call to warn him.
The law may want access to your device, hardware, cell phone, or computer. I do not recommend that, since this also compromises all your accounts, passwords, and personal data! This is better solved in a friendly manner between neighbors. In any case, you have to make darn sure you are right before accusing somebody.
If you can log in to the router, you can see the connected devices, usually with the device name as well.
There is also a program that can be used called wirless network watcher, this will scan all the ips and tell you all devices coennected, the handy thing is you can configure it to make a sound effect when a new device connects.
