I'm sure your Android GPS seems to take forever to find out where you are, if it ever does. When you use GPS fix, it takes only seconds to lock on, at least for me.
I used to have that same issue when I flashed my Galaxy SII (Epic 4G Touch) to CM11. I used GPS Fix and GPS Toolbox to fix it. Give those apps a try.
It being Qualcomm related would explain why One Plus devices are also experiencing these issues.

Open the app and see what location does the android gps provider, android network provider and google play services show, they all need to be same to be deemed ok.
The gps provider is the physical gps so you may need to go out in open to get it to lock.
Your problem is probably due to google play services stuck with the swiss location, you just need to do gps lock (android gps provider in the app) and do it many times until the google play services section in the app and also the android network provider section all match with the gps provider section, keep checking it regularly.

When I first got my G4 it was very slow to find an accurate location and kept having issues. I used this app only the first few times and haven't had a problem since. Maybe the GPS needed a bit of help the first time.
It could be that your phone is merely taking its time finding a GPS satelite. Are you using the Google Location Services?
Also, try giving this a shot. It basically has a bigger timeout than other apps to find the GPS coords. Once it finds them you shouldn't have this problem anymore.
I've tried everything i could find and finally saw this link by support on an android forum it worked as good as needed. Not perfect. But my car now paths nearly perfect.
