If everyone in your party and yourself has access to an Android device, try the app AmpMe. It let's you make groups and then play songs using Spotify, YouTube, and your personal music library as well.
What about using AmpMe? It has apps for iPhone and Android that let you create "parties" with synced up music between device. It just recently added Spotify support.

People definitely need to get ready for every form of shenanigans! Regarding your question: there are a few apps: AmpMe; SoundSeeder Speaker and more but they are build for music, I doubt they have livestreaming.

OK, this app AmpMe does require multiple smartphones, but allows sort of what you are looking for:

Have not tried this myself yet, but could be worth looking into. The AmpMe app is free and gets a decent 4.4 in the Play store.
Another thing: French startup Tempow is addressing your use case with some bluetooth innovations:
