I'm using Article Reader Offline. It's all local, i.e. it does not sync across devices, which is good if you are looking for privacy.
I've liked Article Reader (Google Play link) for completely offline article save. Bonus, it can read the article to you. The dev is really nice and responsive, I found a page it didn't work on once, sent in a bug report, and he responded immediately and fixed it in the next release.
Article Reader Offline is great for articles - maybe not for regular web pages. When reading the article, you can select Export to PDF from the menu to save a PDF on your device.
Yeah this sucks. Years ago when I used iphones they already had this nailed. Google need to recognize this is a feature not just accessibility. Until they sort it out I recommend article reader. You might like Article Reader Offline for Android - a web browser isn't always the best piece of software to read websites these days, counter intuitively - too much JavaScript.
I'm not sure, same thing archive.org use I suppose. My preferred method by far is using Offline Article Reader with the side benefit that if the article is of interest you can keep a copy.

It does not need internet access, does not contain any ads nor IAPs, and still works on Android 11. The only caveat is that the app hasn't been updated for more than two years so it might break in future software iterations but otherwise still works well.

Actually, it can travel a lot further than that according to an interesting story I just read about the people who were behind the effort to get the WHO & CDC to admit the virus was airborne (which they ultimately did with significant difficulty). It's behind a paywall, but this app let me read it on Android.
This Android app gets around some paywalls for me and it's basically a reader mode so it's easier to read to boot. The Outline web site is also often used as a workaround.

As a person who likes to read interesting articles, I find This app pretty useful. Changed my news reading habit. If I don't have time to read a big article, I save it here and read it later without those pesky adds!
You can use Artical reader offline to store news articals and you can read it later. It downloads only the articals. It is like using simple mode in crome. But it can be read offline.
I use it to turn every article into an audiobook. Open any article, share the page to Article Reader app, tap on the play button and it uses your phone's Text-To-Speech engine.

A similar app I use for clipping sites on my phone is Article Reader for Android. For the desktop, someone else mentioned Zotero.
Amd there's a NextCloud app as well, I just can't seem to find it at the moment. I think it may be in FDroid...
OK, so I found a workaround that I'm cool with. I'm using this app, Article Reader Offline: https://play.google.com/store/apps/details?id=com.olegsheremet.articlereader I have it set as my default browser.
A problem with that app however is that the "open in browser" option forcibly opens to Google Chrome, which I don't use.
The workaround is this: Instead of clicking "open in browser", click "share, then click "add to Firefox", lastly click "open in Firefox".

So this allows me to read articles from Reddit Sync in Reader Mode and if I choose, I can open it fully in Firefox. Thanks everyone for your contributions!

Very cool app. It does TTS as well. Use with any browser via share. Won't save for offline if via browser share unless you make it save.
Not exactly what you are looking for. But article reader is excellent to share url links from chrome. Gives you a really nice reader mode. Does night dark mode, an off-white overlay option, and text formatting options. Another cool feature is text to speech. It'll read the article to you, great in the kitchen.

Hachette Book Group will no longer be publishing Woody Allen’s memoir.
Four days after announcing an April 7 publication date, the publisher said in a statement on Friday that it was dropping “Apropos of Nothing,” Allen’s memoir, and would return all rights to the author.
“The decision to cancel Mr. Allen’s book was a difficult one,” the publisher said in a statement. “At HBG we take our relationships with authors very seriously, and do not cancel books lightly. We have published and will continue to publish many challenging books. As publishers, we make sure every day in our work that different voices and conflicting points of views can be heard.
“Also, as a company, we are committed to offering a stimulating, supportive and open work environment for all our staff. Over the past few days, HBG leadership had extensive conversations with our staff and others. After listening, we came to the conclusion that moving forward with publication would not be feasible for HBG.”
The news comes a day after staff at Little, Brown and Co. staged a walkout in protest of the book and in support of its vocal critics, Ronan and Dylan Farrow. Dylan has accused Allen, her adoptive father, of molesting her when she was a child. Employees from the imprints Basic, Orbit, Forever and Hachette Books also walked out.
A Times staff member who had emailed the Hachette imprint received an autoreply informing her of the walkout with the message: “We stand with Ronan and Dylan Farrow and survivors of sexual assault.”
In an email statement to The Times Thursday in response to the walkout, Hachette had said: “We respect and understand the perspective of our employees who have decided to express their concern over the publication of this book. We will engage our staff in a fuller discussion about this at the earliest opportunity.”

But, seriously: it's not a bad idea since this thing is airborne. The advice we've all been given this past year is based upon a faulty assumption made 60 years ago about what the definition of "airborne" means, as detailed in this story (paywall, can be avoided using this app on Android).
