I don’t think it’s been ported to PSP.
There has been some promising work lately in porting GTA3, VC & GTA4 to the Vita, but they’re still works in progress, and even on the Vita’s faster hardware there are issues and slowdowns.
It would not be possible on the PSP without substantial re-writes. The GTA Liberty City Stories and Vice City Stories games for PSP were dumbed-down significantly from their main console brethren, and something like that was never done for the Bully game.
However, there are official ports available for iPhone and Android that will run on a new enough device. One of those may be your best bet for play on-the-go.

Getting the ps4/ps3 version (Which is basically just the ps2 version), While it is a great game. Like u said, some of those ps2 games haven't aged well. And bully is one of those games. The gameplay itself is still great though, Just it's visuals aren't really great.
What I can recommend though is if you have a semi decent PC... or just a potato with wires sticking out of it and a 1gb ram module inserted, Then you can play this game very well on PC.
After all, the game was released on PC in 2008. And by all means it's the best version of the game around.
It has some bugs, and some minor issues. But for me personally no gamebreaking issues on PC. And it runs quite well, even on my shitty laptop, though I do recommend a controller, seeing as the controls can be a bit wonky for keyboard and mouse.
The PC version also has a couple more missions, the ps2 version didn't have, And had 4 more classes, which each 5 lessons that the ps2 didn't have.
Of course add in some great improved visuals, that even today don't look too shit.
Ooh and, Right now in the steam winter sale it's only €3,49. Which is cheaper than the €7,49 they are asking on the PSN store.

So in my opinion, you can't go wrong with getting the Ps2 version on ps3/ps4... but if you want the best (And No1) worthy experience. Get the scholarship edition (PC), or anniversary edition (Mobile phones).

Uhm, you realize GSG (formerly War Drum Studios) ported Bully to iOS and Android in 2016, right? In fact it was their last project with Rockstar prior to this year's GTA Definitive Edition ports – if they're already familiar with porting the engine, why wouldn't they be contracted again?
