I'm on Android, but it's called Calls Blacklist Pro very useful. There is a free version, but I paid like £1.50 for it so I'm not sure how much it is full price. 100% worth it though.
Okay, there's nothing you can do that I know of to deal with the voicemails. This app will allow you to block country codes so if there is a pattern to the numbers you maybe able to block them that way. I feel your pain, good luck.

My essential is Adguard and Call Blocker Pro which I use much like Apples Silent Unknown Callers. If you not one of my contact you go to voicemail.

I receive tons of spam sms and with this app I can filter out 99% of them.
For calls, most spam calls use the same starting numbers, with the app I can set it to block calls from numbers that start with 1234, for example.

Bisa buat blokir SMS juga, baik by nama pengirim, atau by keywords.
Mungkin udah ribuan telpon dan SMS spam berhasil dia blokir selama gw pake.
The easiest thing to do is get a call blocker. Basically, if the number is not in your contacts it hangs up.
However, if you want to get clever, enable no answer transfer to a Gvoice account and VM on DND mode. Real people can leave messages and you can just read them.

There are other similar apps, but that was the one I used most recently. You can block country's by the international calling code.

The spam call I receive is much worse now that I have Verizon. I'm on a Note 8 and just bought this app. It sends all calls who aren't in my contact list to voicemail. I get 1/10 of the calls now..

Well in that case, there's plenty of apps available. Just search the market for call blockers. Here's one I've used in the past and it happens to be on sale
I have an Android phone, and I bought an app (well, I didn't spend any of my money, since I have Google Rewards) Calls Blacklist Pro. I set it up so that it blocks any calls that isn't in my address book. Last week, I used to get calls everyday, but I guess since it's Christmas time, the calls has stopped (I can still see who called in the app, but my phone doesn't ring).

Adguard (app not extension). Calls Blacklist Pro - use Block Unknown Numbers in settings>Block for ZERO telemarketing, collections, phishing, wrong number, and robo calls. Blocked calls will go to voicemail where if it's important they'll leave a message. Boost for Reddit, Feedly Classic, Showly 2.0 (use the widget on a whole screen to see when the shows I like are on), MyRadar, and Rotation Control (tablet use to eliminate portrait only orientation app behavior).

Unlike Chrome, Firefox let's me install extensions like uBlock Origin that actually work at blocking mobile ads.
