Yes, it is possible.
First sign out of your mother's account from your phone. This way, it will most likely remove all her contacts from your phone. Problem solved. BUT if those contacts have synced with your account as you said it does sync every day then there needs to be manual work.
Open this site, it is Google official contacts page. Open it in a browser on computer or phone OR install the contacts application from play store.
Now you can select multiple contacts and delete them from your account.

If you have the Contacts app by Google and Android 7.1 or above, you can long press on the app icon and drag out the 'Add contact' shortcut for easy access to what you are wanting.
Ok. So can you install the Google contacts app? Do you now have two contracts apps installed? What about the Google clock app?
Maybe you have duplicates in your contact list, or have two contact lists on two Google accounts merged when you do a search. It's easier to check this on the Google Contacts web app on your desktop browser.
It's not what is causing your Dialer bug though.
The OnePlus Contacts app is the one natively embedded in your phone on Nougat. The "official" Google Contacts app, which is used on the Pixel phones, is not available for the OnePlus phones but you can find and download the apk anyway (just don't disable the OnePlus Contacts app).
It uses labels like Gmail and I think the UI is better.

Usually, apps that don't sync to Google don't do so because they want you to sync with their own service and get wrapped up in their ecosystem of apps, making you more likely to stick to their devices. I know Google's own Contacts app automatically keeps everything in sync without having to do it manually or jump through any weird hoops to get it to work.
You didn't mention what phone/app you're using, but chances are, yours has Google integration as well. There may be option in the settings to enable sync or to create a Phone Contact vs creating a Google contact.

That'd be exactly what I'm looking for! Except my Aquaris 5 HD only goes up to Jellybean, and the contacts app is quite poor.

How about install another launcher like Microsoft Launcher etc.

This probably isn't a solution you're looking for, but Samsung's contacts apps are notoriously buggy. To verify the problem is with the app, I'd try using Google Contacts and see if it happens there.

the other option is to use a keyword to separate your contacts, especially if you have rotating contacts like students' contacts that would change year-to-year. immediately beneath last name there is a "company" field that you can enter a simple keyword like 2019 or 2020. when you search contacts, enter the keywords and all the contacts with those keywords pop up.
If you can, disable the contacts app and the messaging app
Then I would install Google Contacts and make that your default contacts app, and Android Messages for texting.
As far as the dialer, I don't think you can switch that to another app unless you root.

Samsung phones don't use the proper Google contacts app to my knowledge, they use their own badly made app (there's a theme here.) It's why I'd never encourage anyone to buy a Samsung phone, the software they force onto Android is atrocious. Go with a Pixel or a OnePlus or a Nokia and you'll get the stock Android experience, which is very well put together.

Unless your OEM has disabled sync (Samsung) by default, it should immediately sync them.

For what it's worth, here is the link to the Contacts app on the Play Store. If you're able to update or install from there, you should be good to go. I'm not sure how the Play Store handles apps across different regions, though, so if for some reason that link doesn't work, you can use the apkmirror link above to get the same update.
Is there a way in your Contacts app to export the contacts? It looks like the ones without the letter icon may be stored locally accessible to your Contacts app only and not to your Google Account. You can usually export your contacts into vcard/vcf files or share them across Contact apps.
You can try installing the Google Contacts app, as that can import vcf files and will sync them to the cloud.

Google's Contacts app is the one I use and it's enough for me. Consistent design and also does suggestions for duplicates.

But i have no idea if it is possible to get Play Protect certification. For now i see no detrimental effect of having no Play Protect certified Device. Google Play Store is working and installing apps. Does someone know of way to get Play Protect certification?

Still missing the "your timeline" function in Google Maps. Seems like that is disabled on chinese phones. At every location i am seeing "Not available in [your Country]" (Tested in an Asian and an European country. Older Android phone had no problem)
