> Google device policy
Here is the link for the app. Looks like an administrative thing. Also looks way to far reaching to use on a phone owned by a student. Probably appropriate for a corporate owned device but IMO not a school. This seems like a huge breach in privacy to use on a phone not owned by a company.
If it were me I would press Cancel and find another way. There is one review by "Logan Cole" that gives uninstall directions. But use with your own risk.
It's my personal phone with access to my work resources from my phone restricted by requiring me to install a device policy

Install this: https://play.google.com/store/apps/details?id=com.google.android.apps.enterprise.dmagent&hl=en_US
Open the App and hit Add Account. This triggers an Enterprise enrollment and wraps your G Suite account into a Work Profile sandbox.
Leaving you with the @gmail.com as primary account for the phone..
I had the same issue
You need to install an app called Google apps device policy. In the wear os play store
This allows you to use remote devices with your domain account. https://play.google.com/store/apps/details?id=com.google.android.apps.enterprise.dmagent
That sucks, especially if the device is your property.
If I'm not mistaken GSuite does (or can, if you install it first) use Google Apps Device Policy to containerise the GSuite content, so they'll be able to nuke everything in that profile but not overwrite data outside of it.
If you're unaware, the MDM has the ability to prevent certain apps being installed/used, specific security requirements (e.g. disable face recognition, require 6 digit PIN, etc), block USB transfers, etc.
My last workplace was a GSuite house with a BYOD policy, so in order to access email, calendar, contacts, etc, on my own phone it was necessary to agree to the Google MDM being installed. Not a happy camper, but just one of the many 'we didn't think it was relevant, but you can always go work elsewhere...' things in the modern workplace. And now schools, it seems.

Is your phone Android? If so, you should be able to install the G Suite Device Policy App, which will force a separate user profile space for work apps.
There's a similar thing available for iOS, but it's Much more difficult to setup, and less effective.
> why should I have to come out of pocket
If you're getting a stipend, it's not out-of-pocket.
They don't have to give you a work phone. As long as you are reimbursed for extra expenses for your personal phone as a result of using it for work, they can require you use your personal device for work. You're free to refuse, and they're free to fire you.
Google Apps Device Policy is what is known as MDM or mobile device management software. It basically allows the company to enforce settings, such as lock screen after a certain amount of time, particular password policy, etc. This would also be used to ensure any sensitive company or medical data is protected in the event your device is lost or stolen.
I agree with u/Jubei_ that you should buy a dirt-cheap Android device and activate the cheapest service you can, which is likely pay-as-you-go. Your stipend should eventually more than cover this and then your personal device and number are not intertwined with your employer.
I know this isn't answering your question, but you should be able to use remote device management with your watch -- you just need to install the Google Apps Device Policy app on your watch first (I use it on my watch):

OK so you know how when you want to log into Google docs or Gmail on your Android you have to add an account to your phone?
See what ended up happening is right after I linked the account I got the little exclamation mark triangle and when reading it, it had said to install Google Apps Device Policy
Let me just say installing it doesn't actually help, the triangle will stay there saying it can't sync.
You can however log into your school email on the browser if you do the incognito option.
Now because Google doesn't let you edit documents from your phone browser anymore literally the only way to actually edit a paper is to install the drive and docs apps.
But since you can't sync the school account to an android phone you can't edit your documents.
The way I personally got around the problem is I made a folder on my school account for all my papers and I shared it with my personal email that I already had on the phone so I could just edit them using my personal email.
Today I use the builtin encryption tool. I assume it is part of Android vs something LG added. Once done, I have to install / enable the Google Apps Device Policy application.
edit: not sure if it is just my eyes, but that is a hyperlink to the play store above.
Install https://play.google.com/store/apps/details?id=com.google.android.apps.enterprise.dmagent on your watch
install this app.
Add account -> click on hamburger button on top left -> status -> scroll to the bottom and click on create
[You might need a school or company email]

You can create a separate user, but you have to root your device. Check this.
If you want to create a separate user without rooting your device then check this
It's something your school's IT Department has to do.
