uses bluetooth or wifi adhoc, so you don't need anything besides the phones and their headsets and it even supports more than two partners
Android has an app literally called "Intercom".
Connection via bluetooth, doesnt use cell phone minutes. Perfect for you!
See if this will work for you.
Intercom for Android lets you place group calls with other Android and iOS(Infinite iNtercom) devices over Bluetooth and Wifi.

100 meters / 238 feet is too limited for me, hence a desire for a mesh network. But a mesh would require dependence on other users to form a mesh, which is not likely.
Starlink needs ~100 watts, and doesn't need to operate full time.
There's a lot of portable satellite messaging options available. This would be my top option if we were willing to pay for it.
Apple is rumoring a satellite communication service.
starlink still needs power and a dish, which is a target in a warzone.

Also used intercom for android. Google play link
Really handy but rather than a "headset" I have my phone in my inside jacket pocket and use my phone ear buds and just feed enough wiring into the helmet that the inline mic/volume adjuster sits around my chin/lower cheek.
Guess the downside to this one is that it will always pick up background noise even when not talking.
Yeah, it's awesome! And we installed an app that allows us to talk throught the headphones. It's great! No need to open the helmets and yell
I don't know what kinda mobile plans they've got where ever you are, but a cell phone in pocket with a headset should work. If you got one included with your phone (like the iPhone) you're all set at 0$. Guess you'd see noise at higher speeds though, so might try some earbuds with built in noise canceling on the mic. Some apps might let you do it over bluetooth or WLAN too, like this one. That was the first hit on google, but with trial and error I you should be able to find a useable one.
As for myself, I have no friends so I've never really had that issue.
Audio only or with cameras?
My first idea would be using cheap smartphones in wall-mounted enclosures, but that's still a few hundred dollars in value. There are apps for doing this on Android though.
I did some quick digging, android has something like this https://play.google.com/store/apps/details?id=com.androidintercom&hl=en ios may have something similar

I think this could be it...brb
There is one on the play store by that name. Think it's by the same folks?
There are few other apps, for voice chat you can use Intercom, basic group chat can be used with Ensichat or BlueChat.
Looks like you could do this from phone: https://play.google.com/store/apps/details?id=com.androidintercom&hl=en
Intercom, for Android, does that. I think there's an iOS version too
