No rooting necessary. I use IP Webcam Pro - $4 for the full-featured version - and it works perfectly. If you've got old Android phones, or even buy a used one for $60 with a good camera, it makes a great, self-contained package. It provides motion detection, time lapse, upload to dropbox and bunch of other features. I had 3 phones going at one point, with motion
on my linux server monitoring them, and they worked very well. They also make great ad-hoc web cams. I set up a puppy-cam when we left our pooch alone the first few times. The auto-focus and advanced phone camera features provided much better images than I was able to get with the RPi camera.

It works as an IP camera, so you can use it with multiple devices on your network, and with any software that supports IP streaming. (VLC can take it and stream it out to everything on your network as whatever format you want) It has a great web interface for configuration.
It is perfect for my needs, just give it power and use it from anywhere.

IP webcam pro is what personally use. Have converted an old Motorola Droid and nexus 4 into in home cameras. I use tiny cam monitor pro to view and control cameras. Tweaked router and signed up for a free dyndns to access outside the home. There are free versions of both apps available, but I use often enough that I decided to support the devs and buy the pro versions. Nice thing with these apps is that since cameras don't have "night vision" you can control the flash to turn on and off so that you can actually see what's going on (my dog use to sleep in her unlocked crate when no one was home...until she learned the comforts of our bed)

I personally use IP Webcam on devices as old as my wife's original motorola droid. Use to have it on lg optimus v, until I traded it in. The app is one of the ones listed as recommended on Tiny Cam Monitor's support section. I use the two apps frequently to monitor what's going on at home. Conveniently, the two combined also has the ability to trigger the back flash on the camera, so you can see what's going on at night.
I've got an old Android phone running IP Webcam Pro. It lets me connect remotely and watch a live video feed and/or take stills. It also provides a URL that automatically captures a still, which is great for automating a time lapse. Here's an (old) photo of my setup. Note: I've printed a real tripod mount to replace my very haphazardly balanced Panavise.
In this case, you need to have your old phones install "IP webcam Pro" , this will make your phone a surveillance camera. Configure the app accordingly to the IP address of your wifi connected to internet (if you want to control it remotely or over the internet), I can't teach you the whole setup but it is not too hard to do it yourself anyway. Then to monitor or see the surveillance in real time, you can use your browser and type the IP or I suggest you to install "Tinycam Monitor Pro this can support multi camera monitor (assuming you setup lots of cameras), both locally or over the internet. Just configure it accordingly with the IP address that was given in IP webcam Pro.
Tip: I know the apps are really pricy, but I believe you can do a workaround for that. Also, while setting up, don't forget to add password for the IP's of your cameras, you don't want anybody snooping on your surviellance cams.
Android phones can use the app IP Webcam Pro for this purpose, the free version is also available but as far as I remember it does not allow use of the camera while the screen is inactive.
Access can be provided remotely by forwarding the port you specify it to run on (be sure to set a strong username & password) and it can also detect motion. The only issue I have found is some devices use more power to use the camera than they are able to draw through their charge port, so they eventually run out of power, but hopefully this does not happen on your device.

I use that as a webcam on my 3d printer.
if you've got an old android phone not doing anything, you can turn it into a wifi camera with motion detection with this app, there's a free version too. Just runs as a mini webserver on the phone and you can view it through your browser on anything.
also, i doubt if whoever is shitting in your garden is ringing the doorbell first. I wouldn't anyway.
My "next tier" is my smart phone.
I use that app IP Webcam. My phone provides me a better picture quality (20mp) than my webcam. I hesitate to invest in a "real" cam tbh.

Not usb-c, but you can hit it from anywhere in your network, or outside your network if you forward ports on your router and use something like tinycam.

This is likely not a very good recommendation but I want to throw it out there anyway. An old android phone and this can be used although there are a few limitation that I'm not sure are worth it to attempt to overcome.

I use Ip webcam pro for the camera device and connect that via wifi to my computer which runs ispy (not the agent version).
If you don't have a pc, you can use ip cam viewer pro to use another android device to view.
Using cheap smart phones and IP Webcam might be a possibility.
