Hi there, best way far as I know on Samsung devices is this or by check it on Samsung pay & Secure Folder. These apps need Knox, a property security in-hardware manager. Once you root your device, Knox fuse gets tripped without any methods to reverse it.

Nope, I recently flashed the latest firmware on my SM-G960F (S9) and the battery is fine. If your S9+ doesn't have the stock samsung firmware, there might be a chance that it's Knox tripped so stuff like Secure Folder, Samsung Pass and Samsung Pay won't work. Samsung Health doesn't work but there is an APK you can download which lets it work. This usually happens when the phone was either manually updated or rooted, both of which kill the ability to download software updates through OTA (Over the air). It also trips knox and stops Samsung Pay from working. (A way to check this is to download a Knox Status Checker app from Google Play; (here's one for convenience: https://play.google.com/store/apps/details?id=com.bryancandi.knoxcheck )
In this situation, the only way to get the update is to manually sideload it. Just search on google a tutorial for your specific device and you should be good to go. You will need a PC/Laptop and a USB cable to connect your phone to your PC/Laptop. I hope this works. Lmk if it doesn't and I'll try to help.

You can check your Knox status a couple of ways. 1. App 2. Booting the phone in "ODIN" or download mode by holding Power, Vol Down, and Home (or Bixby on newer models). Once it boots it will tell you to press up to continue or down to cancel. If in app or on the ODIN screen it says anything other than 0x0 by warranty void, your Knox is tripped and can't normally be undone short of maybe a full reflash which won't help your photo situation. I'm sure some people may have some alternative options but they may only make things worse as far as knox is concerned so it's hit or miss.
Get the Knox Status app. It should read something like "warranty valid" and Knox status should be set 0x0: Knox

So you both have the exact same phone, both bought directly from AT&T? And you haven't rooted it? That's very odd, then.
Not receiving any update since April sounds like you're left out because the phone has been tinkered with (root for example), but since you bought it from AT&T I don't know whats going on.
Maybe check if someone did tinker with it - and AT&T sold you a used phone. That's the only possibility I can think of. Check if the Knox counter has been triggered with THIS app. If so, and you didn't do it yourself, someone else rooted the phone.

Checked with this app and yes, it does. Don't know about pay since it isn't available in my country.
Is it rooted? If not, check your knox status with this app knox checker. If it says warranty status 0x0, you're fine.
