The way I see it, there are two possibilities:
You can download the app Purchased Apps from the Google Play store which organizes and displays all of your lifetime purchases from the store. It makes finding links to games/apps you've purchased way easier, even if the app has been "removed" so the link is hard to find. I can't guarantee you'll be able to find it this way, but it's worth a shot.
You can navigate to your order history through the Google Play site (as u/youdude12 mentioned).
If neither of those work, you'd have to get a hold of the install file to side-load it, as u/spontaneous_spatula recommended. I know you want to install it from the store directly, but if none of the above work, you may have no other alternative.
Such is the risk one takes when purchasing from a digital store front. It's important people realize that the purchases they make from a digital store front are not entitling them to lifetime access to their purchase - it's really more of a rental access for an indefinite time period. If the company you purchased from goes under, or stops hosting files, you're SOL. It sucks, but it's the way things go with digital purchases.

Open the Play store app, select the icon for your account menu, select Payments and Subscriptions, select Budget and History.
It shows apps that you paid for, apps that you redeemed a code for, and apps that were discounted to be temporarily free.
I am uncertain if it shows apps that are free.
There's also an app I haven't tried, yet, called Purchased Apps. It might give you better options for filtering your search.

I’m currently using this app. After it syncs with the PlayStore, it lists all my purchased apps including free ones. It has a few filters that could be useful like filtering out apps or in-app purchases plus excluding free apps. I was looking for something that does what you want at some point and this is the closest i got!

I found that the Google Play store will not list all of my app purchases, this app shows them all going all the way back to when I first started using Android.
which one did you buy? the in-app purchase one? if so, maybe an uninstall, reboot and reinstall could fix it. and try clicking the "remove ads" button again.

This will add all those google play in game purchases up as google doesnt show this themselves.
I did this a couple days ago. Come up 4.5k. I thought id spent 2.5k at most. Shocked me a bit that ive spent nearly double what i thought. All the odd 1-5 packs soon add up....
1.3b 510 mix stats. Big fat rally filler. Not much for that amount of money in my opinion in games current meta. Feel a bit ashamed of myself being down this rabbit hole. Ah well....im actually f2p in future. Cant see no value being added. Need 1.5-2k just to finish reaching low level rally lead. By the time i reach that the bencharks would have shifted too.
I had an alt a while ago. Spent 150 tops on it. Mh gear and gold pass for 6ish months. I would have been better with that way then the big fat filler way. I play more for the community aspect anyway primarily. Didnt need all the extra bumfluff. Lmao

You can go to https://pay.google.com and scroll through the list - but that gets tedious very quickly, so I use an app called Purchased Apps: https://play.google.com/store/apps/details?id=com.azefsw.purchasedapps
The app downloads your history from pay.google.com, organizes it, and allows you to search through your purchased apps; and, of course, you can click on an app and it'll open the playstore so you can download it on a new device. Its really handy for finding apps which you bought the "premium" version, but the dev changed the app to in-app purchase only and you now have trouble searching for the correct app in the playstore (looking at you, Relay For Reddit). You can also do the reverse and find the apps where you bought features via in-app purchase.
If you're just looking for a way to find your downloaded apps more easily, the Play Store website ("My Apps") and then use your browsers search function (Ctrl + F) for a specific name. For your app purchases, Purchased Apps

On the bright side over your whole pad career you have averaged 1 pack a month which, when you put it that way, doesnt sound that bad.
As for scaling back purchasing, I think an effective plan will look different for different people. I don't think the best option is going full non iap. I like the idea of still getting some of the collab bundles but i wouldn't get every collab that comes around I would only save it for when you can tell it is a meaningful collab like around yugi level(mickey and friends comes to mind). Also, don't forget to go along with stopping constantly buying packages you need to stop rolling as well. You will be surprised at how fast you accrue stones when you are not rolling. At 150 days an alt i have been using was at 400-500 stones then i used most of them on the really good sgf we has like a month ago.
Lastly with as much as you have spent in the last 3 years you might have a good stock of gfe's you can trade for a flavor of the month card if you are jonesing for something new. I have been playing since 2014 and i stopping caring about overly keeping stuff, praying it gets buffed in the future and it has been wonderful.
edit: oh yea forgot to mention, I created a non-iap alt and it has really helped in this reguard, given me more chances to get the roll itch out, lets me half stam almost anything so less stoning for stamina, and just generally promoted a non iap playstyle across both accounts. While it may be to late to gradually change your situation, there might still be value in having it.

I have found that it shows many apps that I have purchased that are no longer in the play store.
Depending on your use case and setup, you could use Tasker to look in the /data/data/package.name/~databases of an app that is designed to list your purchased apps (so they have done all the legwork for you.)
If you are not confident with playing in the databases, some apps such as Purchased Apps also list the apps under things like Updates within their shared preferences XML in the same directory.

I looked into the code and they do the same thing. The only difference is the authentication they use is no longer allowed for new apps.

If you have purchased the app before, you can find the app in the order history. There's also an app specifically designed to make the process slightly easier, if you're doing it on your phone.
If the developer flagged S10 as incompatible, you will have to get ahold of the APK by other means. If you have an older phone is to download the app from that phone, export the APK and sideload it to your S10.
There's also Yalp Store and Raccoon which may let you download the APK from Play Store but I've never tried that.
I don't know how, but the app Purchased Apps logs into the android market and lists the purchased apps you have.
