after struggling for days on this issue i finally solved it
Google play use your ISP to know your location, and they have a list of banned ISP that belong to VPN companies, either that or they have a list of accepted ISP companies
If you are actually in USA, try turning off wifi and using data connection instead
What worked for me even though i'm not in USA is using a site called VPN Gate:

It can be used to get a real ISP because the servers are actually real people sharing their computer as a vpn server
You can use their sofware on PC and use android simulator (LDPlayer)
or use any open vpn app + get one of the config files in their site
Don't forget to clear data of Google play store app and Google play services
The internet would be very slow using these kind of VPNs but once you redeem the card or make your first purchase then you can turn it off and use your account as you wish for a while

Google does A/B testing so he may just have been lucky. What version do you have installed? I have 16.2.25-all and have it on my Pixel. You can download it from APK Mirror to see if that gets it for you.

Clearly they have a bug in their bots, and ultimately if they do not approve our appeal we will do what you suggest. The good thing is that we offer a web app for the interim.
I had too a similar problem with storage permission for my journal app, in my case the problem was that in the privacy terms document I didn't insert that the app required said permissions....the problem is that no one told me that was the problem neither play console when they rejected the app neither the support who just answered with "our system detected a problem, unfortunately we cannot give you more details". So maybe check that? Cannot guarantee it's your case

Laurel, the protagonist, also is repeatingly dreaming about a certain boy, but every time she encounters him in the dreamworld, his face looks unfocused. One day, a shady figure appears in her dreams as well, watching her from the shadows and threatening her. Laurel also encounters four other girls in the real world, who seem to have supernatural abilities just like her, though some of her friends seem closer to the darkness than Laurel might have thought at first gaze. The following days, the five girls meet up regularly and eventually find the way to a hidden school that teaches magic. But not all is as well as it seems. Laurel keeps getting into bad accidents and someday, one of her friends suddenly disappears without a trace. Is this related to the creepy shadows, that lurk around the school? Are they somehow connected to the mysterious school director? The shadows are coming… Can you keep your friends safe from them?
The whole book is parted into six parts and I’ve just released the first part and I’m already working on the second part now. A second book is planned as well.

The gist of the game is a very unusual idea - guessing games in drawings. I drew the pictures by hand (there are more than 300 of them in the game). Some pictures are rebuses, some are simpler in guessing, and some are complicated puzzles.- You can guess each drawing in different ways: you can enter the name of the game by yourself, or guess the game choosing one option from four or six options as the test.- 6 languages: Russian, English, Spanish, French, German and Italian Languages! Same issue here with our Pomodoro Focus Timer, DayNinja https://play.google.com/store/apps/details?id=com.envisageapps.dayninja has been published for over 7days now and still does not appear in search results. If you search “DayNinja” or the package name “com.envisageapps.dayninja” it won’t appear. We publish many apps and this has never happened in all the years of our business. I tired support chats which just were a waste of hours debating and me insisting that this is a fault. They won’t listen and there is no path to escalate. Google Play is going down hill. A client app a couple of months ago took over a week to approve! Apple is now 24hrs pretty consistently now, at least to get a reply. With google there was nothing, and now this.

For example, the Twitter app. On the web, there is a section called "ADDITIONAL INFORMATION", and under that there is a "Developer" part that says they are located at 1355 Market Street, Suite 900, San Francisco, CA 94103. On the mobile Play app, there is a section called "Developer contact" and the same info is visible there.
Compare that with the 8 Ball Pool app from Miniclip. In the same place, it says their address is at "Miniclip SA Case Postale 2671 2001 Neuchâtel Switzerland".
Symphony of Eternity is the single best JRPG I've ever played on Android and it's strongly story-driven. (I linked to the Amazon Appstore entry here because that is where I played it from, and it appears to be significantly cheaper than the Play Store entry; I doubt any more recent versions are worth the price as I encountered zero problems when I played it all the way back then.)
First, some background. Google Play and Google Play Services are two separate apps. (On Android, apps are uniquely identified by "package name", and the one for Google Play is com.android.vending
whereas for Google Play Services is com.google.android.gms

It is Play's job to update Play Services. (You can see the Play Services listing here.) It is also Play's job to update itself.
