Kind of tangential, but I really like Scanner Radio Pro. The paid version notifies you when the number of listeners crosses a certain threshold for a particular scanner. Example: It notified when the shooter/SWAT situation was unfolding in San Diego. I spent the next 3 hours listening to the police coordinate and deal with the situation. Not really "breaking news," but relevant and interesting enough that I figured it was worth a mention.
I use Google Maps navigation to and from work, but with turn by turn voice set to "Alerts only". That way I can get real time changes depending on traffic.

On both IoS & Droid store check out Scanner Radio (Pro), its an orange circle with a handheld inside that circle. Ahh its by GordonEdwards.net LLC The 3 bucks for the pro version is worth it.
I've had it let me know about various massive breakout events (west coast shootings, mall shooting, Annapolis shooting, stabbings in NC, etc) Plus local events.
Only issue I have & its not the scanners fault is that locally to me theres not a lot of scanners but thats okay.

There's a free version with ads as well. You're limited to feeds others provide but there's plenty of interesting stuff on there.

If you want a physical radio Midland makes a nice variety of ones that will "wake up" when the SAME codes are broadcast. Eton makes a series of hand crank powered radios in case you need to get reception while off the grid.
There are a few ways.
The cheapest and easiest is the broadcastify stream. You can listen directly or with an app on your phone like Scanner Radio. Obviously you're at the mercy of someone else to provide the content with this approach and you won't hear everything available as broadcastify places limits on what communications can be streamed, but this is the simplest way.
There's only 1 scanner on the market capable of decoding the radio system the city uses, and that's the Uniden BCD436HP. It's not cheap, it'll set you back almost $500 for the scanner and necessary software upgrade.
The 3rd way if you're decent with computers is to use some inexpensive software defined radio dongles and some freely available software to listen in.

I use Scanner Radio on Android - - link goes to pro version with recording. The free version does all the alerts and has all the feeds AFAIK.
I have used one called "5-0 Radio" (has free and pro versions too) on iOS, too. I have heard recently that Scanner Radio is on iOS as well but haven't checked.

I used that in my iPhone days, but on Android, I switched to Scanner Radio Pro. Worth the $3.
I use Scanner Radio Pro, and yes, they do archive the broadcasts.
