I've floated the river a thousand times in everything from a whitewater raft to, well, nothing but a wetsuit. In regards to durability, I would recommend more than just a cheap-o-Walmart-floaty-thing. You'll see a bunch of cheap-o floats on the water this weekend and many will work just fine, but you'll also see some that are popped and left for dead.
This one is a step up from cheap-o, yet not super expensive like this awesome kayak I have.
The key to floating, IMO, is to wear good shoes, not "water" shoes. You need something you can push off rocks with and stand up in. Flip flops and water shoes will make your float suck.

I collect and play a variety of instruments (mostly string), and have a perfectly good cello taking up space that I’d like to donate to a good home/school. I’ve asked a couple of my teacher friends, and none of them have gotten back to me.
Anyway... It’s in good shape—as far as I know—but probably needs some strings and/or a tune-up. Comes with a bow of course, and a lightweight canvas carrying bag.

If you buy a decent dash cam it should be able to survive the heat without issue. I personally haven't had any issues with mine in the summer heat.
My recommendation would be the C1 Pro. It's a little on the expensive side, but it's a solid device by a reputable company.

I live right by the drive ins and go all the time. I've gone through a number of different FM radios, trying to find one that works well. If you do want to buy a radio, I can't recommend this one enough:
I work in HVAC, not a lawyer. My understanding is that you are legally entitled to a working furnace, but working AC isn't legally required. We've had many interactions with tenants who, like you, would like to somehow intervene in the approval process to speed things up. The problem is that you don't own the equipment, so you can't give us permission to work on it. Realize that if you take matters into your own hands, they are not legally obligated to reimburse you (AFAIK) and could probably hold you liable for any actual or assumed damage done by a contractor that you hire without their consent. This is important because it isn't always easy to tell exactly what caused any machine to fail. You don't want them to have the option to blame you.
Therefore, given your other comments about your rental rate and the inactivity of the property owner, why don't you get a window unit for your bedroom? The cheapest options are about $350, but you can always get a used one off of CL. Make sure you get one that runs off of 120 volts, as many need 240 volts which will not run on on a standard plug. This would work.
The other option is an evaporative cooler like this which is much cheaper and still works well in a pinch. It will add humidity to the air, but definitely helps in making the heat bearable (like 75 degrees or so down from 95).

The standards implemented a couple centuries ago for taking temperature readings should mitigate that issue, but it's still an interesting question, especially since the issue of standards for taking temperature readings resulted in the old world record for highest temperature being overturned a few years ago. I strongly recommend watching the linked video, it's fascinating.
However, I would point out that even in the first few decades of readings, a warming trend is evident.
In the future, I plan on pulling weather data for more rural cities (such as those in Alaska and areas of other states with minimal development) to see what trends are evident.
I saw you mention working on or having an interest in mobile in another comment so I'll throw this in:
I've only really been exposed to mobile as an accessory of a primary web SaaS but I've never exclusively worked on mobile. I know React Native is popular and there's obviously an iOS market but, and maybe this is my own bias, I see the mobile app development market as very transient; a lot of stuff comes and goes as trends change.
I've used Xamarin, twice, to create or wrap mobile experiences. If you do pursue the .NET route this would probably be something to look into.
What do I mean as an accessory item? I mean banks and other commercial endeavors that are primarily a web experience with a mobile app that wraps their web experience. It wouldn't be unusual to get hired by, say, Chase, and work on their website, but then be asked to work in their mobile app for a bit before returning to web dev.
Pull up the app, confirm your location and go to the corner the app indicates (Drop offs/Pick Ups are nearest corner to destination). App will give you the option to pay via RT Connect card or cash on board. Watch in app as bus makes it's way to you! I've used it in the Franklin area and Downtown and have never waited more than 15 minutes.
Buttermilk Bend is a fantastic leisurely trail. 2.4 miles out and back, plenty of access to the Yuba river for swimming (I recommend beneath the bridges), 90 minute drive from Midtown, ample parking, clean facilities, and dog friendly (leash required).
If you're willing to commit to a 2-year contract, Costco has 2 year memberships at 24-Hour Fitness for $349.99, which comes out to be little less than $15 a month. That's probably about half the normal cost. The 24-Hour Fitness right at Hwy. 50 and Bradshaw has 3 or 4 racquetball courts.

Folsom Lake State Rec Area has great trails, and the Sac State Aquatic Center is awesome and open to everyone for water rentals (kayaks, paddle boards, etc).

I've been using an app to help find/follow them called "Alltrails" that can help you find great hikes and you don't need to subscribe to it to look through it.
I carry a mask in the rarish cases where there's more than a few people nearby and wear it as necessary, and hiking is a great shelter-in-place activity.

The reason why there are so many marijuana ads in the paper is a combination of many things, some of it fielty and history. The publication used to be the only media in Sacramento that would allow dispensary and alternative business owners to advertise, as every other media outlet would simply say no. Now, you can find ads for medical marijuana in The Bee, Sacramento Magazine - almost every form of print. The dispensaries have also been relegated to the back of the paper and made a home as the "Capital Cannabis Guide". I'd also like to make note that Collective Giving donated the second-most canned goods to families in need behind Kids Can over the holiday season of 2013.
As for quality - those guys over at editorial have won their share of journalism awards. Rachel Leibrock was featured on Good Morning America a few months ago, and the Reno News & Review editor D. Brian Burghart was on the Daily Show with Jon Stewart this past Tuesday. The cover story from 2 weeks ago was a great read, and I'd recommend giving that a shot. It revisits the story of Gary Webb, a Sacramento journalist, and discusses the upcoming movie starring Jeremy Renner as Webb. Came out today, actually.

Even though you said "2 hour drive", I'll throw this out there: Bodie State Park is a 4 hour drive, but is a very popular ghost town. Check out some Google images, it might be worth the extra drive. I found out about it after watching this video:
The advice about tubing down the river is that the water is generally faster, colder, and deeper than most people expect. In some areas, it's shockingly cold. If you do something like that, search out a mellow part of the river and please, ffs, wear a life jacket.
SUP or kayak at Lake Natoma is pretty pleasant, but the water is too cold for much swimming without a wetsuit. It's basically a place to cool off before getting back out. But it's a nice area to set up a picnic and have access to the water when you overheat.

A quick google search of white water rafting American River will give you lots of options for that. Might all be booked, but worth a look.
Cheapest option is bus for $4. 42-A to J St & 8th St, then walk a block to 8Th St & I St, ride the Roseville Transit (leaves hourly). Unfortunately, that just gets you to Taylor Road near E Roseville Parkway - you'd need to get a lift for the last bit.
Amtrak costs a little more and takes about an hour longer but gets right into Rocklin itself.
Uber range quoted is $35-$50, but given it'd be on Christmas, I'd expect fares to be a tad steeper.

Get your own router and you won't have an 8 device limit. Also, I would highly recommend you get a mesh system and not a Wi-Fi extender. They do not work the same. A Wi-Fi extender shows up as a separate Wi-Fi network whereas with a mesh network, they are all part of the same network and your devices will automatically connect to the best one. Something like this should serve you well.

But maybe that's the point you were illustrating? Folks from the Bay Area have trouble with seasonality and seem to think the temperatures are >100 all summer (and mid 80s at night?), when the average temp in July is low-90s with nights in the low-60s.
I went to desolation wilderness today to do a day hike on the side of echo lake, went about ~3ish miles in and there was only one patch of snow on my hike. It is a bit muddy and there's some water running through the hike trail.

i loaded a route into my garmin edge 800 but when i got into napa, it rerouted me and took me through suisun and pinole (insanely ghetto parts of the valley) and i ended up having to take bart from oakland into sf.

for the way back, i tried to use google maps for bicycle directions. it added a good 30 miles onto my trip easily but it was a much more scenic route and i got to see a larger portion of the area.

If you mean someone with the e-mails should throw them on Wikileaks, sure. Based on what R.E. Graswich recently said, it sounds like the people with those e-mails are the people least likely to stab Johnson in the back and release them.

Williams Sonoma offers some night and weekend classes. I don't have a list handy, I think each store does their own schedule and sign ups. You would have to contact them (I think there's one at the Pavilions in Sac, and another in Roseville). I've never been to one, couldn't tell you how they are.
Sac Co-Op does classes as well. Never been to these either, but the schedule is available here.
Le Cordon Bleu does do some weekend one off classes. They're pretty expensive but fun. I did a bread making class a couple years ago with a groupon and it was a great way to spend a Saturday morning.

Since when is that the case? It's often hot until mid/end of September, it's not uncommon to get heat waves at the end of August.

Hate to be the bearer of bad news but the forecast is for a possibility of snow overnight and in the morning Thursday. Maybe not enough to require chains but CalTrans may put up chain controls if there is enough. Be prepared.
Horsetail Falls is a popular one, albeit a bit of a drive to get to the trailhead. Some nice, private swimming ponds if you go downstream from where the crowds are.
Something else you could try is airbnb.com. If you haven't heard of it, it's basically people renting out rooms in their house, etc, for wayyy cheaper than a hotel would be. I haven't used it myself yet, but plan to (I'm also planning to move out of state). I believe you talk to the people before you actually "book" it, so you could ask if they would be alright with you bringing a cat and staying temporarily. I just took a little gander at what's available in midtown/downtown and found a few that are pretty cheap and may be flexible with your kitty. A motion activated sprinkler is fully independent of any irrigation system you have now. Set one or more of them up where needed and run water to them. Most of them are battery or solar powered. They use an IR detector to detect movement. The water is only sprayed when the sprinkler detects an animal. The response time is immediate. Water usage is also minimal.

While it'll work to get it fixed by someone this time, I invested in a set of bike tire levers and just keep a couple spare tubes at home. Saves you a trip, money, and it's really easy to do. The levers are all you need.
