The deal is that some people don't give a shit and will do things like that. No it isn't all good, but the council will clear it eventually. Report it using the Snap Send Solve app
Supposed to be coloured if it's toxic. There's an app on Android (probably iPhone too) called <em>Snap, Send, Solve</em>, let's you send a query with attached photo to the council, uses your GPS to identify which council you are in, then sends the query via email to the appropriate council.
You can use the app: Snap, Send, Solve. It creates a report and sends it to the appropriate authorities e.g. Auckland council, Watercare, Auckland transport. When you create a report there's an abandoned trolley incident.

Ah yes because "Oh they have so many things to fix they need an app for that which council couldn't even provide so they rely on using a third party app to achieve the same goal" sounds so much better.
Ridiculously easy to use, you just tap the appropriate choices. No typing other than a short description.
It automatically finds the correct email to send it to and adds it for you.
Works wonders and you usually get a follow up, too!

It'd be useful if we could use the Snap Solve Send app to report breaches.
Use the "Snap, Send, Solve" app instead of leaving the letter. You take a photo of whatever the problem is with the app and it will send it to your local council.

I use the Snap Send Solve app (Android|Apple) to report this kind of stuff.
Abandoned trolleys, vandalism, water and sewer leaks. I've reported a couple of water leaks and have seen them fixed up in a couple of days (sometimes).
At the very least, it lets you quickly snap a photo (or attach stored ones) to a report and the app figures out the relevant authority to forward it to based on your location.

There is an app you can take a picture of a problem and if you use the geotagging it will automatically send directly to the right council (in Brisbane and even if you are outside of it). Snap, Send, Solve for iOS and Android, I've had it on my phone for aaaaaaaages and only used it for the first time a week ago. It's free and pretty quick to use actually. Brisbane City Council's logo is even on the app's homepage as supported

I've used it to report rubbish dumping and illegal parking.
There's Snap send solve (Apple), which works out which council area you're in. I've found it gets things solved very quickly.
