I use youtube-dl to download youtube links.
I couldn't find a web front end for youtube-dl and I'm not developer. So what I did was wrote a very simply page where you can enter a URL. Or even multiple URLs, one per line and it dumps this information into a text file on my server.
My wife and I have this page bookmarked in our browsers on our phone
Then i have a script that that runs every minute on that box that checks the file for changes. If it detects changes, youtube-dl will, in order, pull down each URL to a destination folder.
Plex is configured to look at that folder for one of it's libraries and generally picks up a video has been added within a minute or 2 of it being there.

My sharing solutions for photos/vids and my backup solution are separate solutions.
We use SyncMe Wireless to sync our phones to a Samba share on the plex server.
Periodically, I will go divide up the photos in folders like this YYYY.MM - <Event/Description> Like once or twice a year.
We can access this samba share from our computers and it's easy to browse all our photos this way.
This server is backed up to Amazon Web Services S3 nightly.
And then I use an Nextcloud installation in AWS to share videos with people - as opposed to hosting on Facebook or Youtube or something.
Also avoid saving to SD card. Even the best SD cards can only write at a fraction of the speed of your internal UFS2.1 storage.
If you are worried about videos building up, assuming you have a NAS, use the app Syncme Wireless to set schedules for automatically moving large video files off your phone and onto your home storage.
On Android, SyncMe is a great tool. Set the folder on your phone, the folder on your network, and the action you want to perform (sync, backup, etc.).
Once you set it up it's one click to do the action later.

Not FileDash, but I use SyncMe for transferring files - works 100% transferring (move/copy/sync) to/from a NAS (but description mentions Windows).
I use an app called SyncMe for a similar purpose. Just set up a Samba share of whatever you want to sync on the PC and set it up in the app.

You can schedule wireless syncing with specific folders on your phone and PC. I don't know if there is an iOS equivalent though.
I swear by SyncMe Wireless myself. Use time, day, charge state and wireless network to determine whether or not to sync.
Does two way syncing, sync deletes, etc, really well too. Will even sort synced photos and videos into year, month folder structure.

Jellyfin doesn't support library syncing.
You want to look at syncing apps on android. There are lots to choose from and easy to configure. You probably want one that supports smart scheduling/Triggers like "only when connected to specific wifi'.
I have a similar setup with a Nas hosting my media and using jrllyfin, then multiple phones syncing overnight locally while connected and charging.

One thing to watch out for is you probably want 1-way sync.
Most file managers (even the old ES) will run in the background for file transfers.
I would probably use a sync tool and put all my downloads in certain folders so that the sync can run when I'm sleeping, etc. I use the ancient SyncMe (works fine) but there are likely other good free choices too.

I started using this app 3-4 years ago, when i faced the same issue.

If i want, i can run it manually if i need it, but i just set this up, and forget it.
pro: its free (had a premium version with more settings), easy to use, and always work
cons: u had to setup every folder, for example DCIM folder in sd card, DCIM folder in internal memory, folders where screenshots etc will be saved. But u only need to set up this once

That's not real rsync, adb push/pull don't honour date stamps which bugs me with photos.

I've gone for a different approach. I have a NAS drive at home, and I want to use that instead of trusting my pictures to someone else.
So I use an app called SyncMe Wireless
The UI is a little dated, but it is function-over-form which is fine by me. Once set up, I have a rule that once a day, whilst connected to my home wi-fi, and whilst on charge, it will automatically copy the new contents of a nominated folder on my phone to a nominated folder on my NAS.
It has all sorts of rules and filters you can set. I have been using this app for years across many phones with no issues and zero lost photos. My NAS is also backed up off site too in case you are wondering! This is also free of monthly or annual costs. That's using the time-honored method of giving the Blu-Ray backup discs to my parents to look after!
Edit: The weakness of this setup is that it I am not able to back up or retrieve when not home. However in nine years of Android phones I have yet to find myself away from home and really needing that photo from an older phone.

Other than these I use Cheetah Sync to sync Whatsapp folder with PC, it has been discontinued from play store but you can download apk and its PC client. Cheetah sync is little tiring if you have plans to sync folders one by one as you would have to create sync job manually for each folder but I just checked, it can select the entire storage in single go.

I schedue oandbackup to run nightly (backups all apps and data to /sdcard, requires root).
Then I schedule SyncMe to copy my sdcard to my NAS via smb every morning. (Some features require IAP)
I also take regular TWRP backups in case shit really hits the fan. SyncMe copies those too.

Honestly, forget about usb mtp between Linux and Android. It is a massive pain in the a$$. Since you have a working S4, you can charge the battery in the working phone. So that will sort out the charging problem temporarily.

Since I've set up a personal smb server, I've been using SyncMe Wireless. This app is really easy to use. If you're using Windows, you just have to share a folder that you want to sync and use the app to discover on your network. It will give you the name of the computer and the shared folders on your computer. Just set up the time and stuff you want to sync and you're done. You have the option to sync just everything on your phone, like a Dropbox account, where you delete something on your computer and it deletes it from your phone or viceversa. Also, you have the option of sync everything in one way only: phone to computer only, for example. In my case I just sync everything on my phone to my computer and not the other way, and that way if I accidentaly delete something on my phone I don't have to worry because if I have already sync my phone before, then I have those files on my computer. I also sync my pictures, for example, and then delete them from my phone so I can save space in my phone and still have those pictures offline.
Another way is Sync by BitTorrent. You said you're not interested in a cloud service, and I'm assuming is for security reasons or space or something like that. With Sync by BitTorrent you don't have to worry about space or security because everything is encrypted (Torrent files are encrypted) and it only works with the space you have on your computer. You dowload it to your computer, select files you want to sync and that's it. Everything syncs even if you're not in your network.
I personally don't like the idea of having my personal stuff running in Internet and that's why I don't use Sync by BitTorrent. I prefer SyncMe Wireless (the first one). I hope this can help.
PS: If you're using SyncMe Wireless in Linux just install samba packages and configure it; if Mac, I don't know, I don't use Mac.

I use SyncMe on my android device to sync backups of my SD to my computer over the local network. It works flawlessly. I also use FolderSync to make nightly backups to my cloud accounts. As for transferring between phones I just use Samsung Quickshare built in.

I'm having random performance issues with my SanDisk one. I have elected to sack off SD cards entirely. The 64GB of UFS2.1 internal memory performs well in excess of any SD card, so I would rather my gallery app isn't bogged down with SD card read/writes speeds.
I use this app to automatically copy over new photos and video to my NAS drive when on Wi-Fi plus charging. With a few tweaks I can have it moving instead of copying, so that my phone memory useage stays minimal.
I think it's time for me to leave the SD card behind.
