its android, lots of awesome non root tweaks can help you achieve things like this...
I accomplish this with this app: https://play.google.com/store/apps/details?id=in.blogspot.anselmbros.torchie&hl=en
just press both vol buttons simultaneously and the light toggles. Great little app. There's another one called power button flashlight, which does the same thing, only when you triple press the power button. I use the double tap power to camera shortcut though, so I dropped that one since it would missfire if my rhythm was off.
Both work whether the phone is locked/unlocked and/or screen on/off. Hopefully you find one of those or at least this path to a solution useful.
Torchie is a nice little application. You can light on the flashlight just by pressing the two volume buttons a the same time. Very useful. https://play.google.com/store/apps/details?id=in.blogspot.anselmbros.torchie

Try Torchie on the Play Store. Wake screen then press both volume buttons to turn on flashlight. It's the closest thing and works great. No root required. https://play.google.com/store/apps/details?id=in.blogspot.anselmbros.torchie

EDIT: I just downloaded Torchie and it seems to work exactly as you describe. Pretty cool shortcut. Thanks for the tip!
I've been using an app called Torchie for years. Works great activating the flashlight with a quick power button+volume up press.
I us an app called Torchie to map the flashlight to the volume buttons. I press vol + followed by vol - to toggle it on and off. Very fast.
I really miss the off screen gestures for the flashlight on my old 6t but I've been using this as a sort of replacement that works with the screen off: https://play.google.com/store/apps/details?id=in.blogspot.anselmbros.torchie
I use Torchie it lets you click the volume up+down button together to turn it on/off.
It works great and is fast. If you do use it, it's more of a press up then down or down then up rather than clicking both at the same time.
For flashlight, I have to suggest Torchie. you press both volume buttons to turn your flashlight on and off, and it works and feels great.

Let's you press both volume buttons for flashlight. If it doesn't work try one volume button then the second while holding the first. Works on some phones with the screen off as well!
https://play.google.com/store/apps/details?id=in.blogspot.anselmbros.torchie adds something similar to the 'double press for camera' to get to the flashlight. Press the volume + and - and boom --> Flashlight. Works from lockscreen, but you can also enable a wakelock to make it work with the screen off.
Regarding the torch thing; Torchie might be of interest to you. Can't help much with the other issues, sorry.
I really like Torchie Quick, it let's me toggle the flashlight by pressing both volume buttons at once.
Torchie. For when two swipes and a tap is too far for the flashlight.
I like torchie, it lets you toggle the flashlight by pressing the volume buttons at the same time.
