The headers will definitely make it louder, add a few HP too. Real power is gained from a cam and tune with headers, exhaust intake etc. The tune is the most important part.
The Vitesse throttle controller is also a great way to wake up the lazy throttle response. The car has an e throttle pedal, its not a direct to the throttle body by wire, its all electronic. The throttle controller increases the throttle blade response in relation to how much throttle you give the car. It's pretty cool. I may even have one for sale soon, keep up with me.
The plastidip is a very cheap and easy way to try black wheels. Just go with about 5 coats per wheel and start light, allow the proper dry time and do multiple coats or it will not adhere. Prior to plastidip, wash the wheels very very well with a non greasy solvent or the dip will peel instantly upon drying. Again, multiple light coats until the wheels are properly covered and then you can add thicker coats. IT si pretty good at self leveling so it will look nice and flat black. You might want to do the halo and the rear spoiler.
If you have faded black plastics, there is a great restorer available on Amazon that I used on my 2012 GS Vette, it is fucking amazing the difference is makes and is quite permanent.

I leave the base plugged into the 12V port in the center console and the detached portion plugged into the aux port by the CD changer. Then I run a 1.5' braided USB charging cable from the center console to my phone which is magnetically attached to a ProClip holder to the right of the center console/AC controls.

It leads me to believe that some years of the c7 have a fully electric parking brake and some years are just actuated electrically and that electric motor pulls a cable in the axle or whatever and it’s fine for those models?

Something like that. When it comes to painting its paint, sand, paint, sand, paint and then the gloss is where you dont sand anymore. Typically two coats of gloss is enough. IF you sand the gloss, you basically are going to restart the process entirely.
Remember, the sanding/painting process is all about trying to keep the paint on the same "level" so you arent seeing highs and lows, which is overspray or simply too little paint due to oversanding, which happens. Gloss wont hide these issues and instead bring more attention to them, the gloss is the finish and only the finish all the fixing is the painting part.
With how bad the paint is overall, I would say just take it to maaco and get a $500 paintjob unless youre going to paint it all around yourself.
Only thing I can think of is to obtain an actual print copy of the Kelley Blue Book from 1993 and look up the car in there. Getting a KBB from a more recent year might yield different results.

Amazon purchased adjustable bar stools. I removed the upholstered part of the chair and the bracket is a pretty close fit to the wheel center. Industrial mounting tape and the connection is plenty strong but can still be scrapped off if necessary. I was originally using it just for mock-up but it was do strong that i went with it.
The tire sits higher than the rim so the glass touches only the rubber. Search round glass table tops and chose whatever size you want.

I picked up this three-section cargo net from Amazon and have been thrilled with it. Attaches to the privacy cover points on the front and there are some hooks near the bumper side of the trunk for the other two. Only thing that's bothersome is anything hooked can and will grab the netting (e.g. backpack straps), but it's great for groceries and such while still fitting the targa and privacy covers.

If he's using an allen key, the only gift that would make sense is buying that amazon tool, the Corvette has a little slot it fits perfectly in to in the center console. You could buy him an electric screw driver but he will still need to use the allen key to make sure the top is on tightly enough and to loosen it up initially since a regular screw driver wont have enough torque to do the job in one go.

Is there a reason you tapped the heated seat fuse rather than just connecting the switch and an in-line fuse on the normal NPP circuit? I thought tapping the seat fuse was to prevent the wireless receiver on the M2W kit from draining battery?

You may want to move to the 8oz. I haven't used this yet, but someone from r/vive said yesterday they used it to repair scratches on a delicate lens (more important for functionality than your t top). Gotcha. I drive my front tires up on 1 x 10 boards and use a Pittsburgh 1.5 ton low profile jack using the "clever method" described here.
It was really nerve-wracking the first time I lifted the C6 and put it on jackstands.
It's not as simple as taking off the valve covers and changing the springs. To do the job with the heads on the car you need to have an air compressor and a spark plug fitting from a compression tester.
If you don't pressurize the cylinder the valves will fall into it, then you are going to be pulling the heads.
If you are keeping the stock cam, then you can go with OEM springs. Also, while you are in there do the trunion upgrade (Comp makes a kit).
You should be able to do it with limited mechanical knowledge, but you will need an LS spring compressor tool. Although your local auto parts store might have a loaner tool you can use.
I personally went with big cam so I got dual valve springs.
