It's definitely disturbing that it's so difficult to change the default search engine. It's often easier to convince somebody to install an entirely new browser highlights how absurd the situation is.
If you have a VPN on your phone then they can't know it's you visiting some website hosted on the server. They (the ISP/government) can only know somebody using e.g. Mullvad VPN visited a website hosted on X server (if you put the server behind Cloudflare then they also can't see where the server is hosted without going through Cloudflare) at X time. If they look at you specifically then they can of course also see that you used X VPN at X time, but if it's a popular VPN then you likely have tens of thousands using the exact same IP at a similar time which makes it really difficult to tie it to you.
So the government would basically have to go through ISP > VPN > Cloudflare > Server and pray that all these companies keep logs and keep logs for a duration that's greater than the time they make the requests.
I think it's the best option as well, especially if you share the instance with multiple people and use a trustworthy VPN like Mullvad. On one hand then it's hard to imagine a cheap VPS would log all traffic but on the other hand then it's not hard to imagine that NSA or a similar agency in other countries would cover the costs of doing so. But even if they did then they would have to get the IP from the search engine which belonged to a VPS that may or may not log the requests, and if you also used a VPN then they would have to get the IP from that VPN that hopefully doesn't log it.
Only downside is that the VPS share the IP with others, so there's a chance the IP is already or will quickly get blocked by the search engines (or that they block is simply because they know beforehand that it belongs to a hosting company).
