This is an unofficial list of all Samsung phones that will get Android 10. But Samsung has not indicated when these updates will be available. When available, Koodo will follow a few weeks or months after that.
Story from GSMArena
The thing is there isn't much competition in Canada. If you boycotted Bell and now Koodo (so Telus and Public Mobile), you're only left with Rogers and its companies. People are still upset about the Rogers outage among other things and leaving rogers.
I don't feel loyal to any company, just move around when I see a great deal or get win back offer. If you leave Koodo to Freedome, you'll probably get a call to come back and join Telus with a good deal. Telus has phone support.

Has it having 3/4 4G bands associated with Koodo so I'm a tad confused.
Essentially I should look elsewhere if I want a phone with solid 4G access?
I have a solution for you. Download Text Now from the Play store. Install it and choose a free phone number. Use that to do your call back, it works over wifi. You will get the call. The digital assitant can call any number in North America as long as it's not toll tree.

You shouldn't need this on Koodo, but some people who have carrier specific RCS have had success installing Google carrier services and using Google messages:

Perhaps that will work for your friend
Okay. My guess is your device is using the generic unbranded CSC code for Canada (XAC).
You can follow these steps:
