If I hadn't tooled around with getting assets out of EQ before, this would've been the most difficult part.
Thankfully, in addition to some custom tools, there are a lot of utilities out there in the Emulator community for people like me who can't stop loving them 1999 models.

This clarifies it in terms of raid and dungeon bosses. Looks like they can change the climate at will, forcing you to adapt on the fly.

Beafy server with 36 cores and 60 gigs of memory is 1K per month. That will be the most expensive thing in your setup. Add to that data storage, data services, proxies, metrics infrastructure, api infrastructure, content delivery, website. 5-10K will be more reasonable and most of that stuff is used across whole game, not single realm.
Yeah, I wasn't wanting to remove your own character sheet or party info--just enemy info that tells you too much about them. As far as enemies go, you really only need to know is it's name, hp%, and "Are they stronger or weaker than you, relative to level?"
The one area that's tricky is buffs/debuffs, but I don't think this should be in a stat/target window like most MMOs do (and EQ eventually implemented) IF it can be expressed visually and in a distinct enough way that there isn't so much clutter that you can't tell what's what. That might be unrealistic, so it probably would need to be in a targeting window or something, but knowing too much info about your enemies removes a lot of the danger behind encountering them.

We should want players to be uncertain of an engagement until they have enough personal experience (not just levels) to know how strong an enemy is.

The most open of open PVP MMOs is almost certainly EVE Online. (They don't even consider trade scams against the rules; it's just monetary PVP...) It's a very different game from something like EQ or Pantheon, though.
