I'm sorry if they appear as if I had made a close-up, or the last one where there are white bars, but I wanted to enlarge them so you wouldn't see white borders in most of them and a way such that they wouldn't become distorted.
I set the document as a PDF so you can take it to your local Kinkos, Staples, CVS, Walgreens or Walmart photokiosk (I would recommend the last 3, they're way cheaper) and print them directly as 8x10.

Hey, while waiting for the another redditor, here is my try!
Preview of the photo RGB, 200ppi, just for screen preview.
File for printing CMYK, 300dpi, use this to print! not the preview one.
The last one might seem a little odd because of the CMYK colors, this color mode is made to be printed and not to be previewed on screen, once printed will look good, just like the RGB on screen!.
This was harder than I thought... I'm no expert, just learning like you are. I've included the original faces in the .psd file so you can see what I did in terms of colour/contrast adjustment, moving/rotating/resizing the moustache to fit over the different mouth shape, removing the light on the right face (by using clone tool on darker patches of skin at low opacity) etc. Hopefully it helps a bit. http://www.filedropper.com/gameface2
This looks great even now! 36x24 would be good, though I think the space I have is a little bit bigger. (around 60x30 of usable space)
I don't really want or care for the bottom left logo, so it would be fine by me to crop the left side over to reduce how much smoke you have to mess with. Here is the website that I got the tank image from. If you find something there that seem to fit better, feel free to try it out.

EDIT: I just looked at the printing service that I am going to be using. They will print any length that is 24" wide
GIMP is a free and powerful image editing tool, but it's a very steep learning curve (as is Photoshop).
If this is the kind of project you might undertake again, it might be worth you learning the in's and out's, but if you're just looking for this one thing, you may be better off just posting your request here and letting someone else do the legwork.

Check out the Bleach Bypass Filter in Color Efex Pro. It'll give you something similar.
Quick Example - Default settings on a new layer at 50% opacity.
Very simple actually.
I used Photoshop's auto tone/contrast to improve the toning and the mono-coloured "tint".
I added a levels adjustment layer and used the "Auto" setting to bring up the brightness (Photoshop auto levels almost always increases the brightness/exposure).
Added another levels adjustment layer, bring both shadows and highlights in to add contrast. (this combined with the previous step improves clarity in cases similar to this photo)
Last step is Google's Nik Collection filters -> Dfine 2 (removes noise) and traced a small area of tree on the right and another small area on the far left - almost top. Or just set it to automatic.

I don't generally advocate people buy filters and actions and that kinda stuff for Photoshop, especially when starting out, but I make an exception for Google's Nik Collection. It's good stuff.
Try Lets Enhance, you have to sign up with your email but you get 5 free tries and it uses a pretty nifty AI algorithm to scale images by 4x without losing quality.
I tried turning it into a vector in Illustrator, but the (high)lighting gradient makes it comes out looking rubbish.
Instead of trying to move that entirely large person and replacing the background wall that he's hiding, maybe it's easier just to get him to scratch his nose. Let's try that first.

For the best result you really want to get the photo scanned. It's easy, quick and there's plenty of places that do it. As a last resort try using an app like Google's PhotoScan.
If you get them a good quality, fun photo to work on, /r/colorizationrequests will usually put a lot of effort into it.

I and many others here use GIMP, a free image editing program. There are many tutorials online--however, the toolbox layout changed recently, but the icons perform as shown in older YouTube tutorials.

Many editors around here use it and there are lots of tutorials. Note: 99% of the tutorials on YouTube do not show the toolbox in the latest version, in which tools are stacked into groups of similar function.

Hm, I'm in layout, design and print business for newspapers, job printing and magazines for more than 35 years now. And I can assure you, that my submission was very well printable at full size with 300 dpi. The image was cleaned up, distortions got removed and it got optimised for print. The text was recreated with the original fonts used in the original image as well as the barcode.
The print-ready file would have been a PDF, which every professional printing service could have printed perfectly fine. You would have needed the original next to it in order to see a difference.
But yeah, whatever. It seems like you think all that took "less 5 minutes".
