I had a similar idea – a portal for peer reviewing ideas.
One problem is "rating". Rankings may lead to information-cascades in this type of system as well as other problems.

Well, I don't think it is the medium; but reddit is of course far from perfect.
I did see this block chain model today, but it has one obvious pillar that may not gel with TZM, but it is interesting.

What would a good project be?
The promotion of TZM values in real terms?
Sure it's ultimately circle shaped city for starters, but what about getting from here to there?
How about something easy like creating a social media based cook book, with users fav submitted recipes? Proof that people can work together. It's odd, but easy and risk free.
Maybe fear is the teacher?
Look at the counter protest in Boston against a well know group.

Maybe people can only react against a threat?
What about ideas that don't take a lot of input?
Like a Civ based game that works on TZM principles?

It's a key piece of the human side of things that TZM/RBE/TVP advocates are missing in reaching people in different stages of the "spiral" (the term used to describe various stages of evolutionary and life stages in individual/group human development) that illuminates more about how to address various differing needs within a RBE. It's significantly helped my perspectives by giving me vocabulary for specific human-side changes and I've found it enormously useful since I came across it.
Yeah me either, I find I just don't need to dump everything I read into Evernote. Lots of people apparently archive everything they can get their hands on in there.... I had issues with just finding enough interesting stuff to put in there in the first place. :) It's picked up with time though.
Come to think of it I use all sorts of strange little tools to manage my info, probably as a result of trying various ways for a few years. I have a personal little TiddlyWiki file that I put work-related stuff in that I started using before I found Evernote. It works quite well, it's basically a very small self-contained Wiki in one html file. You can even add in plugins to it - better tags, better search etc. Fun tool, all that in one html file.
Firstly I think you should read up on deGrasse, rather than take me word on if his a technocrat or not (even though I'm not sure that, that even really matters really). Secondly if you had checked out the list of books his given, you'd notice this:

Besides that the other books he mentions (with his reasoning for listing them) all have a basic truth they are trying to communicate. Truth is on our side, we should not be afraid of it, regardless of what it is trying to say. Even non-technocrats have may have some truth to share, for instance there is a lot we have to learn about our environment from biologists in order to create a sustainable system.
I think even this attitude is addressed in this list of books by including:

It looks pretty cool and I see how it could be super useful. I was dieting last year, got from 17 to 14 stone and then went back to around 16, now i'm going back on the diet haha. Anyway I wanted a free software bmi calculator as there wasn't one on f-droid so I made one, it's very simple, you need to enter details in pounds and inches for weight and height respectively lol, it's the only remotely useful thing I've made and I'm hoping if I mention it enough someone can make it accept more inputs in addition to pounds and inches but it will do for now haha.
