Apparently there is a bug in the version that you have currently installed. Normally the upgrade procedure would automatically start the newly downloaded installer. The bug prevents that, and you have to launch it manually.

Well factoring in that your CPU is only an older single core, I'm not too shocked that VLC is causing it to run high usage. It has very little cache to speak of which is likely its bottleneck. I'm thinking its the fact that you simply have a slow processor. I'd try cleaning out the computer and making sure a minimal amount of things are running in the background to free up processing power and RAM.
Edit - another piece of software you can try is Foobar2000. Its commonly used in the audiophile communities and is designed for very weak processors and is even compatible for Windows XP. I know you have 10 I'm just underscoring that they know weak CPU's are going to be used when supporting XP.

It seems like maybe it could be an option in VLC, but as far as I know VLC can't do it, unfortunately. Which, may be inconvenient, because I assume you only want VLC using two sources, so it would be a matter of 'turning on/off' the dual-output setup any time you switch to something different.

First thing is first, do you have adblockplus installed onto your chrome or firefox browser? If not I linked you to the page that will download that for you. The reason for it is, it will prevent those click bait ads saying download now but it doesn't download what you want, and leads you to another website.
I'm a little confused as to what you mean by utorrent site open? Do you mean the program? If so, good, that's what you want. Then from utorrent you searched for black swan, and the top one was "Black.Swan.2010.1080p.BluRay.x264.anoXmous". When you open that up you'll get to a page where you should see something that says "GET THIS TORRENT" with a little magnet to the left of this. You want to click on that. Since it's your first time, it should prompt you to select the software you want to use to download this, or something to that extent. I think it's as simple as hitting ok. Then utorrent will pop up with the torrent contents and the destination folder you want to download it to. So in this torrent it comes with 3 files. the movie, and 2 subtitle files. (they end in .MP4 and .srt) If you see a torrent for a movie contains an .exe hit the cancel button and find a different one.

here are the basics :
You have a container, can be MKV or MP4 (mpg and avi also are older container types)
Inside this container you can have multiple streams. Usually one video stream and one audio stream. The container is there to tie them together and to keep them in sync while playing them. a container can also contain subtitles, metadatas, images and other things.
Each streams has it's own codecs, you probably have heard about some of them : mp3, aac, AC3, DTS, FLAC, opus are audio codecs. While h265, h265, VP9, Xvid, mpeg are video codecs.
MKV is a flexible container, you can put a lot of different codecs inside, it will playback if the player can handle the codecs. Most of the time you'll find x264 for video and AC3/DTS for audio.
MP4 is more strict and only specific codecs can be used. For video you can use h263, h264, h265 (Xvid, x264, x265), and only AAC for audio.
So if you have a MKV containing a x264 video and a DTS audio, you only have to transcode the audio to AAC and then wrap the original video with the new audio in a MP4 container. It's faster to do since video encoding is a very long process, while audio encoding is fast. It also better for quality because each time you encode the video you will lose some details.
However, since MP4 can't handle the soft subtitles you usually find in a MKV, you have to burn them in the image, thus you have to encode the video anyway.
If you want to play with streams and containers, you can try the soft cedesse recommended. You can try Avidemux as well. More advanced people will use the command line program FFmpeg. Video encoding is a broad an complicated world.

can you still see the files on the hard drive? Try playing some through a PC to make sure nothing got corrupted.
I am not a big fan of Kodi because it tends to do a bad job identifying my files, but I have used it before on my TCL and it did read files. Could use it to test if the TV sees it with a different app, which should help verify if it is VLC having issues, or the TV itself.
I will check my TCL vlc version and plug in an external drive to see how/if it works on mine (I normally use a samba share)
you can run ffmpeg from the andriod via termux - but unless you have a bluetooth keyboard available, I wouldn't want to have to do it typing on the screen. If its only one or two files shouldn't be too bad.
So far I've only found one app that can cast subtitles to a Chromecast on Android. It's called Localcast.
It's a little temperamental about which video files it will play but it's subtitles support is excellent. That said I've always exported subtitles into separate .srt files. I think I remember it not being so good at detecting and reading subtitles embedded inside the video files, but luckily exporting subtitles is pretty easy.

gave me a chuckle, I feel you on restricting lots of access. I love VLC for a lot of things, but for my android local mp3 player I like Pulsar better personally.
Handbrake is the easiest to use imo, and it can be safely installed via ninite.com under the media column. However, it needs libdvdcss.dll in order to ignore the copy protection when ripping the disc. This can be installed via a link in this article, which also describes how to install it and use handbrake. The rip takes around a half-hour, but the result is convenient and worth the wait.
I suggest you try ByteCopy to convert DVD to mp4, coz bytecopy is fully acquired by NVIDIA CUDA and AMD APP acceleration technologies. It provides the fast speed for conversion.
Streamlink would be your best bet, assuming you're comfortable with the command line, and optionally setting up a config file for preferred player/options.
Install via Python Pip/Pypi or the Windows Installer, depending on OS/preference. Everything needed is in the linked guide.

Video encoded with newer encoding methods like HEVC (MPEG-H aka. H.265/x265) or VP9 can't be played on the Xbox's MediaPlayer app.
MKV and MP4 are socalled container files. They can both contain different types of video and audio. Only some of them are supported by consoles like Xbox and PS. That's why yoiu will find that you can play some MKV and MP4 files but not others.
If the video was encoded with an unsupported codec type, and you don't have any other playback options, you will have to re-encode it, before you can play it on your Xbox. This can be done with a program like Handbrake (use the HQ 1080p30 preset with Slow or Slower speed setting to get a decent output).

u/pepetolueno already mentioned Handbrake, which is a well-known video encoding program which is free and open-source. You can look online for all sorts of tutorials as to how to use it.
To OP, use Handbrake and encode your rips using that (it has presets for iPhone). Copy over to the desired device afterwards.
Huh...this used to be such a trivially easy thing to do in Windows, but rarely did I ever have to do it, I didn't even notice that they removed it from being able to do it per file- I wonder how long that's been gone.
Anyway, It looks like to pull it off on current versions of Windows, you'll have to use Resource Hacker to do it (set the active icon for the file, which the icons are typically embedded in the exe as resources...hence the name of the app I mentioned).
That said, that's also weird that happened. Does vlc still work (but see below about scanning it first before trying if you haven't already)?
That looks like what happens when you remove the extension from a file, and since, from your screenshot, you are hiding extensions, it wouldn't be obvious. But it would also cause vlc to not run. Also, if it just kind of "happened", I'd be at least mildly suspicious, and run a virus scan against it just to be on the safe side. Like, check the properties of the file, make sure it has it's extension, and looks like the right side. Or even re-install VLC.
it might be, and the only test I know - ssh into phone to view a task manager like htop while running - may be more complicated than you want to try for a minor issue.
I also use the pulsar music player which can handle flac files, and is a little bit less resource intensive (it does have other limitations)
I have a fix! Turns out in my country, has been banned by the ISPs and cannot be accessed.
So, by using a VPN such as ProtonVPN before launching VLC you can actually fix this issue and make VLSub work again.
I've not used VLC for my dvd ripping. But you can take a try at Handbrake.
Note that you need to download libdvdcss to use handbrake rip encrpted discs. But the annoying thing is that libdvdcss doesn't always work.
What I'm using now is a program entitled Easefab dvd ripper. This software is available to cope with both home-made and store-bought DVD discs without hassle. It's not free, but you get a lot for your moeny. This program can convert DVD main title only to MP4, AVI, WMV, 3GP, FLV or other mainstream video formats.
Pull down will only happen if you are converting a video. E.g. an ntsc video to pal. This will not happen on playback. Check the “Codec Information” for details on the FPS of the video you are playing back.
I do not recommend VLC as a converter. Use Handbreak https://handbrake.fr

Funny, came here to post the very same question. I've searched for a solution to this for years. Found this script long ago but it's not for OSX (btw, tried it and couldn't make it work on OSX-Mountain Lion. Then, I'm not much of a script person. Used to do that very same thing with a screensaver called Voop but that stopped working in OSX Lion). Hoping the latest VLC builds had some tool for making this less painful. Guess it's still waiting time.

Have you tried AVIdemux? https://www.fosshub.com/Avidemux.html - It's one of the few free GUI programs available for MacOS that also let's you remux video.
Usually there's no need to transcode the video like Handbrake forces you to do. AVIdemux will simply copy the streams from the Matroska container to an MP4 container without changing anything else. This process is often called 'remuxing'. Just use the "Copy" option for the video and audio tracks. Of course, this will only work if your playback device supports the codecs inside.
You can also use AVIdemux to trim the video without transcoding if need be.

Well..progress! I'm ditching vlc until they sort this out.
I was testing out https://snapcraft.io/install/mpc-hc/kubuntu and although you have to start it manually (file association didn't work for me) it's just a drag n drop of the .rar file into the open mpc-hc window. Tried two movies in the last 5 minutes and it works fine. I haven't tried to use subs because well I don't need them for english language movies. When you drop a .rar file in the window it will give you an error that's hiding behind the main windows, klick OK, and there you go. This v0.1 I believe so there will be bugs.
There's a project called JuceVLC which provides a media library interface and it also remembers the last 30 video positions. It looks like it hasn't been updated since 2015, but there's this:

Are you using DLNA to stream them? In such case I would suggest you to use a dedicate media server (which is a normal program), like Universal Media Server or the one integrated in Windows, which will do all the needed transcoding automatically.
There is a way to make VLC cast content with on the fly conversion, but I bet it' much more inconvenient than using a dedicated media server.
An MP4 file is actually just a container. Inside the container is the audio/video and subtitle files. You don't need to convert your existing video, you just need to create a new container and put your video and .srt file in it. I use this freeware: https://www.xmedia-recode.de/en/download.php

Unless you're changing resolution or frame rate or something, there's no need to "convert" a video to MP4. MKV is just a container and so is MP4. The container holds a video file and an audio file. You just want to change the container type, not convert the contents. Try this video tool, but under the video and audio tabs, select COPY not CONVERT, save to MP4, and it should repackage everything very quickly with no flaws.

You didn't mention what kind of video file it is, but MP4 and MKV are both just a "container". Inside the container is a video file, an audio file, plus any extras, like a subtitle file or artwork. The subtitle file (the .srt file) is just a text file that can be edited in Notepad or any text editor. You can extract the SRT file, edit out the problems, then insert it back into the video. if your movie file with subs is an MKV, you can use MKVToolnixGUI to open it. then you can drag your other movie, disabled original video and audio, then save the new movie.
I don't have this menu (OSX). But it's highly likely a lossless cut of the original media.
If you want to cut media and want to be sure, you can do the same with Avidemux ensure you select copy for both video and audio.
If you don't want any quality loss, open the video with Avidemux, go to Audio > Save audio track.
If the audio is encoded with something else than aac or mp3, you may have trouble playing it with a standard audio player.
In this case, use Audacity, open your video with it, choose File > Export and select the codec you want.

You can cut videos without re-encoding them is you cut at a keyframe. You can navigate from a keyframe to another with the << and >> buttons in avidemux, place your A/B markers at the begining and end of the segment.
Be sure to set video and audio to "copy" on the left side, chose mp4 muxer, and use the save button to save your clip. It will be as fast as copying the video clip on your drive. No loss of quality.
If you must cut between keyframes, you need to re-encode.
Tried mpv player? The fastest seeking I've seen. Almost "instant", also changing video playback speed is very smooth and with holding down "next frame" key you can play it in real time speed. Hasn't VLC always been bad at this.
Not much help getting it to work on VLC (I don't think there's a fix for the release version - maybe in the Beta), but mpv might work for you.
Can't say I'm a fan of the minimal MPV interface but it worked with some anime so maybe work a shot.
VLMC is not out yet, it's still being developed. I like to use Kdenlive for video editing (https://kdenlive.org/). Alternatively, you could also try to convert the video with VLC to a format movie maker can handle.

Hello, I use Linux and I have the same issue, since the last update I can't access anymore to my shared folder. In addition, VLC doesn't store the user and password to access such folders.

Which "the remote app on android"? I'm using CJ VLC HD Remote (+ Stream) and it has a help screen that shows the settings for VLC.
WiFi or ethernet doesn't matter if the phone is connected to the same net as the PC with VLC.
