Stockpile is the app that I've been using for several years now. They're still allowing people to buy these stocks, because I just did. No, its because the default account type at RH called “instant” is actually a margin account! it a margin account that comes with no buying credit so it seems like a cash account. Proofs in the print from RH itself:

To answer your question, assuming Robinhood has figured out its liquidity problem from last time they should not be limiting your buy orders. However trading halts may be initiated by the SEC or the exchange.

Blockchain is, for the most part, immutable though. So it isn't the right technology for a message board. That's why it's so great for transactions, once you commit a block it can theoretically never be rolled back, modified, or deleted. Not without majority consensus from the nodes, or a sophisticated exploit.
