A method of storing on a disk where datums on the disk are located. FAT16 is ancient, with many problems related to its age, one of which is that the drive size is limited to 2 GB, so in this comic there are 6 GB wasted on the drive.
Its successor, FAT32, has been replaced with NTFS, which is standard since Windows XP.
If you want to keep in 360p in full screen then instal this extension for chrome.
In the settings that come up when you instal it go to

Get some of these, especially if you work outside like I do. They make ALL the difference.
Get some dish soap. The more viscosity the better. Dry rub that stuff in the scratched side of the disk until its totally slippery. apply another coat if unsatisfied.
In cold water, wash it off using your index and middle finger until the disk is completely soap free
Get windex or glass lense cleaner, spray the back side and with a lint-free cloth, buff the living crap out of the scratches, repeat 2x
Try to run the disk. I can't guarantee it but this has gotten me out of a few tricky situations.
If still unsuccessful..
IF ITS STILL causing problems, get a lighter and quickly and lightly graze the flame around the bottom of the CD. Go around 1 to 2 times. slowly will warm up the plastic just enough to fill up some of the deeper scratches
I figured out this issue playing a game on Facebook. If you're using Google Chrome try this. I used it to set the spacebar to "Go to end of line" seems to work pretty well and won't effect anything else as far as I know.
Trash all your tea bags. Get yourself one of these and use loose-leaf (get it online if you don't know of any stores, list of vendors).

You can with XP. You can use WinToFlash to created a bootable USB drive to install XP off of. I've done it for laptops that don't have a CD drive. It's tricky, but it works when you set everything right.
EDIT: As for Vista, probably not though WinToFlash says it is supported. I never liked Vista so never tried it.
That is the most likely culprit but it could be any number of other programs. Get process explorer. When it happens again, cancel the logoff/shutdown procedure, open procexp and search the handles (ctrl-f) for the stalled file/folder name to find the offending program.
