I don't think they are ready to drop the Cache renewal yet, it's still early. But I think Souvenir Cache collection will be discontinued after March 31st, they will convert into a normal drop collection when they enter back into the map pool in 2020 as Cache 2020.
There are already files added into the game that lets you to sign up PW account and link to steam account. I don't know what do you mean by "Different platform", but this looks like it's going to be the same thing as how they did it with Dota 2, you link your steam account to PW and play on their Chinese servers along with -PerfectWorld launch option from your steam client plus those censored stuff like skull, communist, blood will be removed.
Assuming each player gets roughly 1 case drop per week and having 27 million unique players (https://blog.counter-strike.net/) with say 20 million prime players and each of the prime drops being equally likely it would be 4 million cases per week of each case type (if all players play enough and my assumption with no. of prime account is right).
So it is probably lower than 4 million cases for each type (as my assumptions are quite optimistic) and an upper bound. I guess the real number will be quite a chunk lower.
No idea how many rare drops drop though.
The way I look at it is, Valve needs to monetize stuff regardless what is going on. By definition, they can't release tournament items because there is no major unless they insist releasing them through an online tournament, there were previous rules (IIRC) that whoever didn't participate in the major in person will not get stickers, but those RMR series are still happening as usual, so I'm assuming major is not cancelled but being played online and will have stickers with exception this time due to CO19. They cannot postpone the major any further, as you can see this virus is not going away any time soon.
But, I have a feeling at some point Valve will start selling us BattlePass that grants access pass to operation, viewer pass to major within a year interval. They just have all the endless monetizing button all set, letting you buy endless souvenir token, letting you buy endless operation stars. These two passes are the same thing that ask you to do stupid grinding, it's just they are stepping stone for Valve to raise price on passes, while giving you more new junks like patches, wallpaper, craftable voicepack for agents, etc. It's not a speculation because that's just how things work in Dota 2. Same formula different game. Would be a dickmove if they sell special crosshair model though.
The only thing that will happen in the upcoming weeks/month is just a normal case as they have already added 2 new maps few days ago, it is impossible to have a new operation right now all of a sudden. Last time when the operation dropped on November 19th 2019, the closest map update DLC to that was on July 31th, 2019 , that's 3.7 months gap. By adding 3.7 months on top of Swamp and Mutiny, we get somewhere around November, but that's Rio major. So, I'll say somewhere between Rio major (Nov 9-22) and Spring 2021 major (May 10-23), which is mid February like Operation Wildfire.

To answer your questions:
Don't bother buying Fnatic ,NV,C9, VP, or probably LG this major, there will be a huge amount of these for sale as they are the peoples favorites and will take FOREVER to get to a worthy profit, assuming all stickers will be 75% off after the final. Small teams that will most likely never return to the major are a no go as well, like spylce, gambit, etc. So choose the teams in the middle, their sticker prices will usually increase 100% within about 6 months and that's about as fast a turnaround you can hope for.
Like others have said stickers will most likely never go to the price they were in 2014 due to the size of the audience and the abundant knowledge that there is a possibility the stickers could be the next 2014 Kato Titan Holo. So will it take time ,yes.
You could go for the gamble and try to buy stickers of teams who you may think will have a roster change like C9 or VP after the major. As we have seen in the past with G2,Titan,Fnatic a roster change directly affects the price of stickers.
Actually, the United States have a weird law regarding it's foreign citizens and taxing. If you're an American citizen, you must file a tax report every year, regardless if you haven't even visited the US this tax-year. (The only other country that does this is Eritrea)
It's really unlikely that the IRS will notice or care about your market transactions, but if you have "Country: United States" on https://store.steampowered.com/account/, you should probably file as an American /just to be sure/. That "in the coming weeks" imply it is after Katowice 2019 major, and we know Valve do these map pool adjustment after every major, and this is it, they are pushing for Zoo and Abbey only, they are not going to bring back Cobblestone rework at this time.
I believe they are saving it for Cache and Cobblestone rework together on a later date.

When I talk about 11 million it was actually between 10.5 to 12.5 million between 2016 to 2018 before cs go went free to play. So if we talk about case drops now, it is double the rate of 2016 to 2018 in total but split between prime and non-prime cases.
The steam chart number tells you the average con-current user count, that number means there are 700k players playing 24/7, that is 168 hours per week and 672 hours per months. But a normal player probably only play 10 to 30 hours per months. There are of course those who play 40 hours a week and those who don't even play every months and play 2/3 hours here and there.

That's because they made it a free app with 4k support https://play.google.com/store/apps/details?id=com.valvesoftware.steamlink&hl=en_AU. I also have the hardware version but it's 1080p and wasn't very convenient as it needed it's own ethernet cable.
My TV has the APP and it streams in 4k, it's actually really nice to use as my tv is connected via ethernet.
The controller is no good tho, i use a xbox one controller for it.
