Kotaku has a press statement from them (PWE) but I can't find it on their (PWE's) page. It states the following:

I've made some progress, though I haven't tested it yet. Here's what I did.
I found the protocol for Gigantic the name of the protocol is "MS-XBL-MULTIPLAYER" (I thought it was a bit strange too). I created a batch file that launches the protocol. Here are the steps to do that
Open Notepad
Enter the following text
Start MS-XBL-MULTIPLAYER:\\
Pause
Save the file as a .bat file.
Convert the .bat file into a .exe file. For this step, I used a free program that you can download here
After testing the .exe to make sure it launches Gigantic, add the file to your steam library, and we should be good. Unfortunately, I'm at work, so I haven't been able to make sure it works from the steam library, nor have I been able to test to see if it works on the steam link. Unfortunately, full testing won't be possible until controller support is re-implemented into the game.

I honestly do not know about beta for PC/Xbox One 100%
However, for the launch of the game I believe that Xbox One (for XBL multiplayer) uses Microsoft Azure cloud services. So if you look at the datacenters list here, that will give you an indication.
Plus I believe if there is the whole win10/Xbox One cross-platform, they would have to use the same centers on PC too.
UX for games isn't terribly different from the discipline as applied to other interactive products. The goals differ a little of course. Productivity vs. fun, for example, can really change the user's perception. But in the end, it's always about accomplishing something and being rewarded for it, whether a fat loot drop or balancing a budget.
Across the board though, the most important aspect of UX design is PROCESS. It's a luxury not all projects can afford, but UX design without testing is a bit like pin the tail on the donkey -- blindfolded and dizzy.

Chances are you're running off an Intel Integrated chipset, which currently Gigantic does not support. It's as Rezoahc said: make sure to edit your settings to use your dedicated GPU.
For NVIDIA cards, go to your control panel and do one of two things:
Edit your global settings to always use the dedicated GPU on your PC (simpler, more power consumption)
Grant yourself permissions to C:/Program Files/WindowsApps and use the program-specific settings to force dedicated GPU for just the Gigantic .exe (extra step, less power consumption).
As for AMD cards, the steps are similar I believe, but I've never owned one, so I can't say for sure. That said, I'd be surprised if modern graphics cards didn't have some control panel with them.
If you only have your integrated Intel one, then unfortunately you're out of luck for the time being.

I guess that makes sense. I think it would really depend on if the amount of people that ends up playing on Win10/X1 would end up being bigger than all the people on all the versions of Windows. Because the arc client does work on Win10 as well.
I don't know if this is still a thing, but I think I remember Motiga saying that cross play would be optional? So if you're a Win10 user going through the windows store, and you turn off the option to cross play with X1, you might end up with a pretty tiny playerbase. But again, I don't know if that option is actually a thing or not.
There's just some things about the Windows store that doesn't sit well with me, so I've been trying to avoid getting anything from it.

As for Gigantic, there isn't a direct download link for it. Either go to the Gigantic section in the Arc client to download it, use the Windows 10 store, or get it on Xbox One.

1) While the game will probably run, probably even at max, your laptop does sound a bit old(just going off the video card you posted being a 2011 card), so I can't promise anything.
2) Beta keys are practically everywhere now. If you came looking 2 months ago you might have been out of luck, but now that Motiga are trying to bring people in there are lots of keys. Check out the streamers at: https://www.twitch.tv/directory/game/Gigantic
Streamers are constantly giving away keys and will almost definitely give you one if you just ask. Once you acquire a key, make sure to go check out this link! Also feel free to download gamevox which is the program currently being used for Gigantic's voice chat until they have it implemented in game. Lots of people on the voice chat server looking for games. The Motiga developers, streamers, and beta testers all hang out together, its pretty fun :)
