Now, the thing is whatsapp's end-to-end encryption is just to make people feel securer. Since you've already read the privacy policy , you should know that they collect all sorts of meta data such as your IP address, your contacts, your call details, your profile pic, etc. They also collect data from services to which you're connected through WhatsApp. The reason whatsapp's end-to-end encryption isn't secure is because most of the people choose to backup their messages, so they automatically stored on Google drive in an unencrypted manner. And the reason I believe that FBI is collecting all your data is because of what they did to Edward Snoden's e-mail provider lavabit.FBI basically bullied lavabit to give them information and as a consequence lavabit had to shut down, after that FBI threatened lavabit's owner that they would jail. Ever since then it's been common knowledge FBI and NSA collects information from almost every major US based service.
Over the past three months they have paid 2,11,869. That is around $2972.6/3 = $991 a month.

While even the smallest instances can run multiple bots, twitter's anti-bot tech will quickly detect multiple bot-like accounts operating from the same IP. Luckily for this IT cell it's possible to have more IP addresses per VM and IP addresses are (almost) free on AWS.
The biggest E2 instances they might be using can have up 3 virtual network interfaces and each interface can have as many as 6 IP addresses.

So they are running at least 40x3x6 = 720 bot accounts.
That might not sound like much but remember it's not the total likes and retweets that makes something rank higher or trend on twitter. It's activity (retweets/likes) per unit of time. Something that gets ~720 retweets/likes within in the first minute will get much more exposure (and later on more organic retweets/likes) than something that gets 2000 retweets/likes in the first hour.
