Here's a good time zone map: http://www.timeanddate.com/time/map/
With Melbourne being on the (south) east coast (GMT+10, GMT+11 summer time) you are looking at a 9 hours difference, ahead, (CET = GMT+1, GMT+2 summer time). You could use this: http://www.timeanddate.com/worldclock/converter.html
Adam has talked a lot about this on his recent Stardew Valley streams - his stance is, that D&D 5E is a very "gamy" RPG and therefor this is the suitable way to play to get some enjoyment out of it. Mechanically, 5E doesn't really support role playing outside of inspiration, so efficiently killing everything to gather XP is the only real goal it has. Steven is already trying to balance this with the story arc goals and his inspiration flashback hack and I think it's working fine.
This was one of the streams, Adam talks a lot about D&D, West Marches, Grigori, Balance of Power and many other interesting things. One of my favorite streams recently.
Okay Steven - you guys will need to listen to this so you guys can properly pronounce Völva (Crendors move) so chat will stop freaking out when you guys say vulva.

Naturally, the first thing that would need to be done is get JP and the crew on board with the idea (for any Rollplay comic) before anyone even thinks about collecting money for this project.
As far as talent hunting, I would agree that a contest between artists within the community would be a great idea - someone from inside the community with a passion for the project would probably be the best-suited for this.
For pay, I would have to say Patreon crowd-funding would be the most obvious way to do this. It's a continuous time-sensitive commitment that ensures work and pay consistency to make it worth an artist's time. This is more reasonable than a large one-time commission from Kickstarter for a long-running, continuous work cycle.
I shall refer to JulianGD3's Patreon page for the Co-Optional Podcast Animated series. If I remember correctly, for this situation TB promised Julian a certain pay goal per video, which would be primarily funded by fans with any deficit fulfilled out of TB's pocket. I also believe that the (smaller) video revenue ends up going to TB for being on his channel and effectively sponsoring/owning the content that the videos come from.
I would be interested to hear from artists in the community about their thoughts on such an endeavor, as I can't say how much time and effort is involved in making (web)comics for each individual artist, and hey, if the idea resonates, perhaps someone could make a community poll to petition JP with the idea if there's enough people that say they're willing to put money down for this. Proof of concept from artists might be a thing too.
TL;DR JP must ultimately decide this, though if the idea is popular enough than we could petition him with the idea. An artist contest within the community would be good. As far as funding goes, Patreon would probably be best.
Edit: added some details and summary.
DnD was originally a hex crawl. It moved away from that design choice.
Read the old Adnd DMG, it has a huge amount of material of what could be in a hex. Or watch steven's west marches prep for some decent ideas of what he has in his hexes.
Well, that's true, but I can't see that as an obstacle. It's 2014, you can set up a virtual LAN over the internet nowadays. A bit of work, but it's JP. He can do that, he's a geek of the really good sort.
EDIT: Wow, there's even a silly software that does that for you called HAMACHI: http://www.howtogeek.com/172762/how-to-play-old-lan-games-over-the-internet/ Just name the vlan and add machines to it, presto. Dunno how streaming/skype goes out then though. Can be... problematic. Or not, gotta run some tests.
Hi, I am Cody, and I am very new to both RollPlay and DnD, but I do know some of the basics. I would like to join this group you are making in hopes that you will guide me through it.

This is my favorite Neal quote to this point (and there have been some really good ones).
Not the biggest fan of Stephen King's fiction, but he's a good source for quotes, "[K]ill your darlings, kill your darlings, even when it breaks your egocentric little scribbler’s heart, kill your darlings." from his book "On Writing".
I went back and listened to some of that typing, and the lower noises sound like vibrations from the typing going into the mic. A shock mount should help with that.
Would you have room for something like this? Your mic would technically still be on your desk, but you can stick a shock mount on that. It's not much, but it's something. You can even raise the height, which would get it further away from your keyboard to further minimize that clicky sound.
Keyboards are just too loud!
My random browsing of amazon had me stumble across this. Might be of use. I've never read it but meh it has the name Ed Greenwood on it so...
