Inkscape. It's free and I think it's perfect for flags because the SVG format allows images to be scaled up and down without losing their quality. There are also loads of tutorials about it on YouTube.
i mean i can make easily make one, but can i maybe interest you in our lord and savior Inkscape? you can grab the svg source and can just isolate it yourself and do all kinds of vectory goodness with it. i don't wanna be preachy, but if you are working with flags and symbols you should really check it out. even if you don't like it, you still got a nice tool to extract graphical elements from svg flags and all kinds of stuff you may find on Wikimedia Commons, openclipart or all kinds of places..

Now that I look at the flag more I have even less idea of what’s it’s supposed to represent, as you can kinda see trans colors in there like the actual pride flag, but there’s already aUSA rainbow flag and the outline is black like the “thin [color] line” ones and there are multiple colors of those.
