FYI, the city has a mobile app called "fix it plano".. you can report these and many other issues (potholes, garbage, etc) and they'll notify the right department about it and follow up with your report. I've used it a few times, and they seem to take care of things most of the time.

You can certainly take them with you when you move. As far as what your complex allows, I'm not sure on that one since I live in a house. You can get reverse osmosis water from grocery stores too, though. Just buy a 5 gallon jug and water cooler, they have those on amazon or at walmart, and you can fill them up at the grocery store for like a dollar.
They also have apps, which I prefer. You will see the status of your ticket etc.

As others said, don't fill with dirt. That is a sign that you need to soaker-hose that area more often or for longer. Ideally the soaker hose should be ~8" from the foundation but you need to make sure it soaks the area all the way up to the edge. If the area gets a lot of direct sunlight then it really needs extra time compared to other areas that get shade.
It really sounds like just seasonal shifting that is extra bad this year because it has been a hot summer. However, left unchecked this could eventually turn into a foundation problem. At my old house I had a series of soaker hoses around the house set up on Orbitz timers. Since I had fairly long runs of hose I found the best above ground hoses were the ones with fabric on the exterior (link below). If you get the rubber ones they just don't hold pressure the entire length of the run, I don't recommend those. These do get tears in them now and then and only last about 1 season but they do a good job while they last.
As far as the tree, it may be an issue but it is hard to tell for sure. You may consider putting in a root barrier to keep the tree's roots from pulling water out of the soil under your house.

Rubbing alcohol kills them on contact, This stuff works well, and put de powder in the wall voids like behind wall sockets and such.

The soaker hose type I had the best luck with is these. The round rubber ones just don't hold pressure for more than 15ft or so. These can hold pressure up to 75ft in my experience. They only last about a season or so which is super annoying but they work really well.

You might search the comments on Nextdoor for window replacement. There are several recent discussions on there about people's (mostly) positive experiences with window companies in Plano. For example this post.
Before you decide to replace the entire window, find out if you just need new glass. Most companies I have talked to don't offer this service. I'm not sure why but the cynic in me believes that it is just not as profitable.
I decided to just get the fogged glass replaced in my existing window frames because the frames still look nice and are in working order. It costs a fraction of replacing the entire window.
Also heavily influencing my decision is that I have aluminum window frames. Pretty much every company is pushing vinyl these days, which is cheaper and better insulating. The problem with vinyl though is that it is relatively weak and therefore the frames need to be much larger to support the glass. That means if you switch from aluminum to vinyl your window glass area will be smaller and the opaque border around the window will be much larger. I didn't like that tradeoff.
Amazon started selling home test kits.
Don't go out putting others at risk, either you've got it or you don't. I would order one of these and ride it out.

I’ll also mention, because it’s a huge deal in DFW, that the annual State Fair of Texas happens 9/27/2019-10/20/2019. Each student receives a free ticket to the fair, and each school district in the area has a “Fair Day” holiday while the fair is going on so that students may attend it. It can get pretty pricey, because there’s so much to see and do and eat and drink, but there’s also a TON of free activities and food samples to enjoy. Farm animal showings (including LLAMAS), fiber arts competition (clothing, quilts, embroidery, etc.), cooking competitions, car shows... our family takes the DART down for the entire day and just walks and eats and drinks until we can’t anymore. That's the most recent extended chopper activity reported by Plano PD, and it does fit your parameters for area of activity, but that's from nearly 3 weeks ago. I gave a brief look for incident records from Richardson PD and Frisco PD, but didn't try very hard because that area would be out of their jurisdiction anyway.
Only realistic remaining possibility I see besides a ambulatory vehicle is some kind of news chopper, which seems highly unlikely given the hour of day. It wouldn't be worth the fuel given the level of viewership.
I still think the most likely explanation is a hospital vehicle, even if the behavior you exhibited was odd.
My "daily driver" fountain pen was obtained from the small bookstore inside of Mitsuwa Marketplace (100 Legacy Drive, 75023) and it was $5. The brand is called Platinum and the model is called the Preppy. They come in a variety of colors and nib sizes, etc. They use easily replaceable ink cartridges, so you don't have to mess with bottled ink, extractors, etc. Here is a link to one on Amazon so you can see what it looks like, but they are cheaper at Mitsuwa and they also sell the cartridges. I have a few other ones that were all under $20, but I got them from various internet sites or from individuals who gave me a deal. I can't afford to spend ten grand or more on a pen ;)

Found out that the LED bulbs in the kitchen seem to interfere with the signal which can sometimes block out ABC, but all other local channels seem to come through just fine.
