That was part of my beef with the early C&C games, even though I loved RA2, it felt limited because every team almost had to follow a script, the exact thing I hated about Starcraft.
Also, the country special units were often useless or so highly specific, that again you followed a script to play, and a script to counter. On the naval front, things were even worse, where there were way too few units overall.
I did my best to make each country more unique and more broadly armed in all battle-spaces, and playing the original game feels like I'm typing with a 20-button keyboard.

RA2 retail and XWIS works perfectly on Win7 even without impressive hardware. Try setting compatibility mode witn Win95/98 on ra2.exe and Run As Administrator.

For a complete game, get The Ultimate Collection on Origin (note that it isn't quite the perfect choice).
If you have some of the discs' files lying around, you can get XWIS' multiplayer-only versions (legit, made with EA's permission) and fill them up with the files that are missing (campaign maps, music, cutscenes).
Hey, I'm the same way; turtle-ing and defending from some AI is a fun time! Unfortunately, I don't think you can change the actual capture mechanics. For things like the Grand Cannon, those won't attack you if you assign them a faction/house without power (so I'm guessing you gave civilians, default house, some power structures when they attacked).
A cool alternative I've seen is to actually bind the structure's house to a player. That has the added benefit of not having to capture buildings with engineers in the first place. Here's a pretty straightforward method of using game triggers to accomplish that. You can also use that to pre-create units galore if you really wanted to. Basically endless possibilities.

On YR the menus are hardcoded to be in 800x600, sadly.
You can force the game to be borderless windowed using this program and some fiddling with ingame settings, but that may or may not fix your problem.

Ah, i believe i have the maps you are after, both for red alert 2 and yuri's revenge though. Well, close enough to the maps you're after, you sure feel godly, i for one, sure love the ability to spam paradrop nuclear bomb terrorist xD
xD I'm after a map at the moment too lol, some map called Yuri's playground, a YR map, not modded but enjoyable
